The Industrial Engineer(s) engaged under this Purchase Order shall perform the following duties in full compliance with the regulatory standards set forth by the Dubai Municipality, the Dubai Industrial Strategy, and the relevant provisions of the United Arab Emirates Federal Labour Law (Federal Decree-Law No. 33 of 2021). The scope includes but is not limited to:

  • Conducting time-and-motion studies, method studies, and work measurement across all production and assembly lines within the Buyer's facilities in Dubai, United Arab Emirates.
  • Designing and implementing lean manufacturing systems, including 5S methodology, value stream mapping, and total productive maintenance (TPM) frameworks.
  • Developing statistical process control (SPC) dashboards and quality assurance protocols aligned with ISO 9001:2015 and ISO 14001:2015 standards as mandated for industrial operations in the United Arab Emirates.
  • Producing a detailed capital expenditure (CAPEX) feasibility report for the proposed 12,000-square-meter expansion of the Buyer's logistics and distribution hub in the Dubai South Free Zone.
  • Delivering a minimum of forty (40) structured training sessions to the Buyer's in-house operations and maintenance personnel, covering lean principles, root cause analysis, and continuous improvement (Kaizen) methodologies.
  • Providing monthly progress reports and a final comprehensive project closure report in both English and Arabic, as required for filing with the relevant Dubai government authorities.

Commencement Date: 1 July 2025

Completion Date: 30 June 2026

Performance Location: All Buyer-operated facilities within Dubai, United Arab Emirates, including but not limited to Dubai Industrial City (Plot 47, Sector 12), Jebel Ali Free Zone (Warehouse Block F), and Dubai South Free Zone (Logistics Hub, Gate 3).

Reporting Frequency: Monthly written reports submitted to the Buyer's Chief Operations Officer by the 5th business day of each subsequent month.

  • Payment shall be made in United Arab Emirates Dirhams (AED) via bank transfer to the Supplier's designated corporate account in Dubai, United Arab Emirates.
  • Payment is due within thirty (30) calendar days from the date of receipt of a valid tax invoice, in accordance with the United Arab Emirates Federal Tax Authority (FTA) invoicing requirements.
  • A 10% retention shall be withheld from each monthly progress payment and released upon satisfactory completion and acceptance of all deliverables under this Purchase Order.
  • All amounts are inclusive of the applicable 5% Value Added Tax (VAT) as per the United Arab Emirates VAT Law (Federal Decree-Law No. 8 of 2017).
  • Late payments shall attract interest at a rate of 1.5% per month, calculated on the outstanding balance, in accordance with UAE commercial practice.
  • This Purchase Order is governed by and shall be construed in accordance with the laws of the United Arab Emirates, specifically the Federal Civil Transactions Law (Federal Law No. 5 of 1985) and the Dubai Commercial Courts jurisdiction.
  • The Industrial Engineer(s) engaged under this Purchase Order must hold a valid UAE professional license issued by the Dubai Municipality or the relevant free zone authority, and must possess a minimum of ten (10) years of documented experience in industrial engineering within the Gulf Cooperation Council (GCC) region.
  • The Supplier shall ensure that all Industrial Engineer personnel comply with the United Arab Emirates Federal Labour Law, including but not limited to working hour regulations, end-of-service benefit provisions, and occupational health and safety standards as enforced by the Dubai Occupational Safety and Health (DOSH) authority.
  • Confidentiality: All proprietary data, production metrics, and operational information disclosed to the Industrial Engineer(s) in the course of performing services under this Purchase Order shall be treated as strictly confidential and shall not be disclosed to any third party without the prior written consent of the Buyer, in accordance with the UAE Federal Decree-Law on the Protection of Personal Data (No. 45 of 2021).
  • Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to acts of God, government sanctions, or disruptions to operations within the United Arab Emirates Dubai region.
  • Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall first be subject to amicable negotiation. Failing resolution within thirty (30) days, the dispute shall be referred to the Dubai International Financial Centre (DIFC) Courts for binding adjudication.
  • This Purchase Order becomes effective upon signature by both parties and remains valid until the completion of all deliverables or until 15 September 2025, whichever is earlier, unless extended in writing by mutual agreement.

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Industrial Engineer professional services in the United Arab Emirates Dubai. This document constitutes a binding commercial agreement between the parties.
