1. Purpose and Scope of This Purchase OrderThis Purchase Order is issued by International Media & Communications Group (IMCG) to engage the services of a qualified Journalist for a period of twelve (12) months, commencing 01 July 2025 and concluding 30 June 2026. The Journalist shall be based at the IMCG Afghanistan Kabul bureau and shall produce, edit, and distribute news content covering political developments, humanitarian affairs, economic reporting, and cultural features relevant to the Afghanistan Kabul region and the broader Afghan context. This Purchase Order governs all terms, conditions, compensation, and operational requirements associated with the engagement of the Journalist in Afghanistan Kabul.

3.1 — This Purchase Order is binding upon acceptance by the Journalist and constitutes the sole contractual agreement between IMCG and the Journalist for the services described herein. Any amendments to this Purchase Order must be made in writing and signed by both parties.
3.2 — The Journalist shall report directly to the Bureau Chief of the IMCG Afghanistan Kabul office and shall adhere to the editorial standards, ethical guidelines, and operational protocols established by IMCG. All content produced by the Journalist in Afghanistan Kabul shall be subject to editorial review prior to publication or broadcast.
3.3 — The Journalist is required to maintain a valid press credential issued by the relevant Afghan authorities and to comply with all local laws and regulations governing media operations in Afghanistan Kabul. Failure to maintain proper credentials may result in immediate suspension of this Purchase Order.
3.4 — Payment shall be made in Afghan Afghani (AFN) via bank transfer to the Journalist's designated account in Afghanistan Kabul within ten (10) business days of the due date specified in Section 2. Late payments shall accrue interest at a rate of 1.5% per month.
3.5 — The Journalist shall not engage in any commercial, political, or partisan activity that conflicts with the impartial reporting standards of IMCG. Any breach of this clause shall be grounds for termination of this Purchase Order with or without notice, at the sole discretion of IMCG.
3.6 — All equipment listed under Line Item 3 remains the property of IMCG and must be returned in working condition upon termination of the Journalist's engagement. Damage or loss of equipment beyond normal wear shall be deducted from final compensation.
3.7 — In the event of a security emergency, natural disaster, or government-imposed restriction in Afghanistan Kabul that prevents the Journalist from performing duties, this Purchase Order shall be suspended without penalty to either party until normal operations resume. IMCG shall notify the Journalist in writing within forty-eight (48) hours of any such suspension.
3.8 — Disputes arising from this Purchase Order shall be resolved through mediation in Afghanistan Kabul. If mediation fails within thirty (30) days, the matter shall be referred to the competent civil court in Kabul, Afghanistan. The governing law for this Purchase Order shall be the laws of the Islamic Republic of Afghanistan.
4. Operational Requirements Specific to Afghanistan KabulThe Journalist acknowledges that operations in Afghanistan Kabul present unique security, logistical, and regulatory challenges. The Journalist agrees to:
(a) Attend all mandatory security briefings conducted by the IMCG Afghanistan Kabul security team prior to any field assignment;
(b) Maintain a 24-hour communication channel with the bureau and report any security incident immediately;
(c) Comply with all curfew, checkpoint, and travel restrictions imposed by local authorities in Afghanistan Kabul;
(d) Carry a valid IMCG press identification card and a copy of this Purchase Order at all times while on assignment;
(e) Submit a weekly activity report to the Bureau Chief detailing stories filed, sources contacted, and any operational difficulties encountered in Afghanistan Kabul.
NOTE: This Purchase Order is subject to the availability of funds under IMCG Grant No. G-2025-AFG-112. Should funding be withdrawn or reduced by the granting authority, IMCG reserves the right to amend or terminate this Purchase Order with thirty (30) days' written notice to the Journalist. 5.
