2. Purchase Order Scope & Description of Services
This Purchase Order is issued by Guangzhou Southern Media Group Co., Ltd. (hereinafter referred to as the "Purchasing Party") to engage the services of the above-named Journalist (hereinafter referred to as the "Service Provider") for the production of a comprehensive investigative journalism series covering the development of the Pearl River Delta technology corridor. The Journalist shall conduct all field reporting, interviews, and editorial work within the administrative boundaries of China Guangzhou, with specific focus on the Nansha Free Trade Zone, the Huangpu District manufacturing clusters, and the Tianhe District innovation hubs.
The Journalist is required to deliver a minimum of twelve (12) long-form articles, each not fewer than 2,500 words, accompanied by high-resolution photographic documentation and a minimum of four (4) short-form video segments (each 3–5 minutes in duration). All content must be original, factually verified, and compliant with the Press Law of the People's Republic of China and the regulations of the National Radio and Television Administration.

5. Payment Terms
- Payment shall be made via bank transfer to the Journalist's designated ICBC account within fifteen (15) business days of receipt of a valid invoice for each completed milestone.
- A 30% advance payment (CNY 92,410.80) shall be disbursed within five (5) business days of mutual execution of this Purchase Order.
- Remaining 70% shall be released in three equal installments corresponding to Phases 1, 2, and 3 upon satisfactory acceptance of deliverables by the Purchasing Party's editorial board.
- All payments are denominated in Chinese Yuan (CNY). No foreign currency settlement is applicable under this Purchase Order.
6. Terms & Conditions
- The Journalist warrants that all content produced under this Purchase Order shall be original, free from plagiarism, and shall not infringe upon any third-party intellectual property rights.
- The Journalist shall comply with all applicable laws of the People's Republic of China, including but not limited to the Press Law, the Cybersecurity Law, and the regulations governing foreign and domestic reporting in China Guangzhou.
- The Purchasing Party retains full editorial rights, reproduction rights, and distribution rights over all deliverables upon full payment. The Journalist shall be credited by name in all published editions.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of early termination, the Journalist shall be compensated for all work completed and accepted up to the date of termination.
- Any disputes arising from this Purchase Order shall be resolved through arbitration by the Guangzhou Arbitration Commission in accordance with its then-current rules. The seat of arbitration shall be Guangzhou, Guangdong, China.
- This Purchase Order is governed by the Civil Code of the People's Republic of China and applicable commercial regulations of Guangdong Province.
