This Purchase Order is issued by Teranga Media & Communications Group, headquartered in Dakar, Senegal, to formally engage the services of a qualified and accredited Journalist for the production of editorial content, field reporting, and multimedia documentation in support of the organization’s 2025 West African Development Reporting Initiative. The Journalist shall perform all duties in accordance with the professional standards established by the Senegalese Press Council (Conseil Supérieur de la Presse du Sénégal) and in full compliance with the media regulations of the Republic of Senegal.

The Journalist engaged under this Purchase Order shall maintain full editorial independence while fulfilling the contractual obligations outlined herein. All reporting conducted in Dakar and the wider Senegalese territory must adhere to the principles of accuracy, impartiality, and respect for the dignity of sources. The Journalist is required to carry a valid Senegalese press card at all times during field assignments and to comply with all local regulations governing media operations in the city of Dakar. Any material produced under this Purchase Order shall be the intellectual property of Teranga Media & Communications Group, subject to the Journalist’s right of attribution as a bylined author.
3.1 This Purchase Order constitutes a binding agreement between Teranga Media & Communications Group (hereinafter “the Buyer”) and the named Journalist (hereinafter “the Service Provider”) for the provision of professional journalism services in Dakar, Senegal.
3.2 Payment shall be processed via bank transfer to the Service Provider’s designated account at a licensed financial institution operating in Dakar, Senegal, within thirty (30) calendar days of receipt of a valid invoice referencing this Purchase Order number.
3.3 The Journalist shall submit a detailed progress report to the Buyer’s editorial director every two (2) weeks during the active reporting period. Failure to meet agreed-upon deadlines without prior written justification may result in a proportional reduction of the contracted fee.
3.4 The Service Provider shall indemnify the Buyer against any claims arising from defamatory content, breach of Senegalese press law, or violation of the confidentiality obligations inherent to journalistic practice in the Republic of Senegal.
3.5 This Purchase Order may be terminated by either party with fourteen (14) days’ written notice. In the event of early termination, the Buyer shall compensate the Journalist for all services rendered and expenses incurred up to the date of termination.
3.6 All disputes arising from this Purchase Order shall be resolved through amicable negotiation in Dakar, Senegal. Should negotiation fail, the matter shall be submitted to the competent commercial court of Dakar.
3.7 The Journalist confirms that all equipment used in the execution of this Purchase Order (cameras, audio recorders, laptops, etc.) is owned or lawfully leased by the Service Provider and is insured for use within the territory of Senegal.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms specified in this Purchase Order for the engagement of the Journalist’s professional services in Dakar, Senegal.
