The Supplier shall provide a total of twelve (12) qualified Judge professionals, including one (1) Chief Judge and eleven (11) panel Judges (one Lead and two Associates per category), to serve as official adjudicators at the Annual Montreal Excellence Awards Ceremony in Canada Montreal. The scope of services includes, but is not limited to:
- Attendance at a mandatory three-hour Judge Orientation & Calibration Workshop held on September 19, 2025, at the Palais des congrès de Montréal, Canada Montreal, to ensure uniformity in scoring criteria across all panels.
- Full-day engagement on September 20, 2025, during which each Judge shall evaluate a minimum of fifteen (15) competing entries within their assigned category, providing written justifications for all scores.
- Completion of all scoring sheets and digital entries through the designated Judge Portal no later than 18:00 hours on the day of the event.
- Availability for a thirty-minute post-event debrief with the event organizing committee to discuss scoring outcomes and provide feedback on the adjudication process.
- Strict adherence to the Code of Conduct for Judges as outlined in Appendix A of this Purchase Order, including full disclosure of any conflicts of interest prior to the commencement of the event.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the Civil Code of Quebec and the applicable laws of the Province of Quebec, Canada Montreal jurisdiction.
- Payment: The Purchasing Entity shall remit payment within thirty (30) calendar days of receipt of a valid invoice from the Supplier. Payment shall be made via electronic funds transfer (EFT) to the account designated by the Supplier. All amounts are stated in Canadian Dollars (CAD).
- Substitution of Judges: The Supplier must notify the Purchasing Entity in writing no fewer than fourteen (14) days prior to the event date if any Judge is unable to fulfill their obligations. Any substitute Judge must meet or exceed the qualifications specified in this Purchase Order and must be approved in writing by the Purchasing Entity.
- Confidentiality: All Judges are bound by a Non-Disclosure Agreement (NDA) covering the identities of competing entries, scoring deliberations, and any proprietary information disclosed during the event in Canada Montreal. This obligation shall survive for a period of two (2) years following the event.
- Insurance: The Supplier shall maintain comprehensive professional liability insurance with a minimum coverage of $2,000,000 CAD for the duration of the engagement. A certificate of insurance shall be provided to the Purchasing Entity no later than September 1, 2025.
- Cancellation: In the event the Purchasing Entity cancels this Purchase Order more than sixty (60) days prior to the event, no penalty shall apply. Cancellations between sixty (60) and thirty (30) days prior shall incur a 25% cancellation fee. Cancellations within thirty (30) days shall incur a 50% cancellation fee.
- Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through mediation in Canada Montreal, Quebec, in accordance with the rules of the Quebec Ombudsman for Small Claims. If mediation is unsuccessful, the matter shall be referred to the Superior Court of Quebec, Montreal Division.
- Compliance: The Supplier warrants that all Judges engaged under this Purchase Order are in full compliance with the Canada Labour Code, the Quebec Act respecting labour standards, and all applicable municipal bylaws of the City of Montreal.
By signing below, the undersigned parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Judge services in Canada Montreal. This document constitutes a binding agreement between the Montreal Excellence Foundation Inc. and Professional Judge & Referee Services of Quebec Ltd. effective upon execution by both parties.
