This Purchase Order is issued by the Federal Courts of Ethiopia, headquartered in Addis Ababa, for the engagement of a qualified Judge to provide adjudicatory, administrative, and supervisory judicial services within the Federal High Court of Ethiopia, Addis Ababa. The Judge shall be responsible for presiding over civil, criminal, and commercial matters assigned to the designated bench, ensuring that all proceedings are conducted in strict accordance with the Constitution of the Federal Democratic Republic of Ethiopia, the Civil Procedure Code, the Criminal Procedure Code, and all applicable federal and regional legislation.

The scope of the Judge's duties under this Purchase Order includes, but is not limited to: (a) hearing and adjudicating cases referred to the Federal High Court in Addis Ababa; (b) issuing written judgments, orders, and rulings within the statutory timeframes prescribed by Ethiopian procedural law; (c) presiding over pre-trial conferences, evidentiary hearings, and sentencing proceedings; (d) supervising court clerks, bailiffs, and support staff assigned to the Judge's chamber; (e) participating in judicial training programs, bench conferences, and the annual judicial review sessions organized by the Federal Judicial Service; and (f) contributing to the development of judicial precedents and legal interpretations relevant to the Addis Ababa jurisdiction.

All payments shall be processed through the Federal Government of Ethiopia's centralized procurement and payment system, with funds disbursed from the Federal Judiciary budget line allocated for the Addis Ababa court complex. Payment shall be made via bank transfer to the designated account of the Judge as registered with the Federal Courts' Finance Directorate in Addis Ababa.

The Judge engaged under this Purchase Order must hold a valid appointment as a Federal High Court Judge of Ethiopia, issued by the House of Peoples' Representatives in accordance with Article 84 of the 1995 Constitution of the Federal Democratic Republic of Ethiopia. The Judge must possess a minimum of ten (10) years of continuous legal practice in Ethiopia, a valid license to practice law issued by the Addis Ababa Bar Association, and a clean disciplinary record as certified by the Federal Judicial Service Commission. The Judge shall comply with all ethical standards set forth in the Ethiopian Judicial Code of Conduct and shall maintain strict impartiality, independence, and integrity in all matters adjudicated within the Addis Ababa jurisdiction.

The Federal Courts of Ethiopia, as the purchasing authority based in Addis Ababa, shall: (a) provide the Judge with a fully equipped judicial chamber, including a dedicated courtroom, office space, secure case-file storage, and access to the national legal database; (b) ensure timely payment of all amounts stipulated in this Purchase Order; (c) provide administrative support staff, including at least two (2) court clerks and one (1) bailiff, to assist the Judge in the daily operations of the bench; (d) facilitate the Judge's participation in national and international judicial conferences; and (e) maintain the security and safety of the Judge and all persons within the judicial premises in Addis Ababa.

The Judge shall: (a) perform all judicial duties with diligence, impartiality, and in full compliance with Ethiopian law; (b) maintain confidentiality of all case materials, deliberations, and sensitive information encountered in the course of service in Addis Ababa; (c) submit monthly activity reports to the Chief Justice's office detailing cases heard, judgments rendered, and any procedural delays; (d) refrain from engaging in any outside legal practice or commercial activity that may create a conflict of interest; (e) attend all mandatory judicial training sessions organized by the Federal Judicial Service; and (f) comply with all internal regulations, security protocols, and administrative directives issued by the Federal Courts of Ethiopia, Addis Ababa headquarters.

This Purchase Order may be terminated by either party with a written notice of ninety (90) days, except in cases of gross misconduct, disciplinary removal, or incapacity, in which case termination shall be immediate and in accordance with the Ethiopian Civil Service Proclamation and the Federal Courts' internal regulations. Any dispute arising from or in connection with this Purchase Order shall first be referred to the internal grievance mechanism of the Federal Courts of Ethiopia in Addis Ababa. Should the dispute remain unresolved within sixty (60) days, it shall be submitted to the Federal Administrative Court of Ethiopia for final and binding adjudication.

This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia, including the Federal Procurement and Property Administration Proclamation (No. 649/2009, as amended), the Constitution of Ethiopia (1995), and all applicable federal judicial regulations. The place of jurisdiction for all matters relating to this Purchase Order shall be Addis Ababa, Ethiopia.
