4. Delivery and Installation
All goods shall be delivered, installed, and commissioned at the High Court of Sindh, Judicial Complex, I.I. Chundrigar Road, Karachi, Pakistan, within thirty (30) calendar days from the date of this Purchase Order. The supplier shall bear all costs of transportation, insurance, and handling from their facility in Karachi to the designated courtroom and Judge's chamber. A minimum of forty-eight (48) hours' prior written notice shall be given to the Buyer before the delivery date to coordinate security access at the judicial complex.
5. Payment Terms
Payment shall be made via bank draft or electronic transfer to the supplier's designated account upon satisfactory inspection and acceptance of all delivered goods by the Buyer's designated inspection committee. The payment schedule is as follows: fifty percent (50%) upon delivery and physical inspection at the Karachi site, and the remaining fifty percent (50%) upon successful commissioning, a thirty-day defect-liability period, and issuance of a final acceptance certificate by the Chief Administrative Officer.
6. Terms and Conditions
- This Purchase Order is governed by the laws of the Islamic Republic of Pakistan and the Sindh Public Procurement Rules, 2020.
- All items must be of new, first-quality manufacture and shall carry a minimum warranty of five (5) years from the date of acceptance.
- The supplier shall comply with all safety, environmental, and labor regulations applicable in Karachi, Sindh, Pakistan.
- Any dispute arising from this Purchase Order shall be resolved through arbitration in Karachi, Pakistan, in accordance with the Arbitration Act, 1940.
- The Buyer reserves the right to reject any item that does not conform to the approved specifications or samples submitted during the tender evaluation process.
- The supplier shall provide a detailed installation schedule and assign a dedicated project manager based in Karachi for the duration of the installation phase.
- Confidentiality: All documents, designs, and specifications related to this Purchase Order shall be treated as confidential by the supplier and shall not be disclosed to any third party without written consent from the High Court of Sindh.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government orders, or civil unrest in Karachi or elsewhere in Pakistan.
- The supplier shall provide a comprehensive user manual and maintenance guide in both English and Urdu for all equipment delivered under this Purchase Order.
7. Acceptance and Authorization
This Purchase Order is issued under the authority of the Registrar, High Court of Sindh, Karachi, and is binding upon both parties upon signature. The supplier's acceptance of this Purchase Order shall constitute a full and unconditional agreement to all terms, conditions, and specifications herein.
