This Purchase Order is issued by Al-Rafidain Medical Diagnostics Center for the procurement and engagement of a qualified Laboratory Technician to provide full-time clinical laboratory services at the facility located in Iraq Baghdad. The Laboratory Technician shall be responsible for performing a comprehensive range of diagnostic laboratory procedures, including but not limited to hematology analysis, clinical chemistry testing, microbiology culture and sensitivity work, urinalysis, coagulation studies, and histopathology sample preparation. The Laboratory Technician must hold a minimum of a Bachelor's degree in Medical Laboratory Science or an equivalent qualification recognized by the Iraqi Ministry of Health, and must possess a valid professional license issued by the Iraqi Board of Medical Laboratory Sciences. A minimum of three (3) years of documented post-qualification experience in a hospital or diagnostic laboratory setting within Iraq Baghdad or an equivalent international environment is required.

2. SCOPE OF WORK AND DUTIES

The Laboratory Technician engaged under this Purchase Order shall perform the following duties at the Al-Rafidain Medical Diagnostics Center premises in Iraq Baghdad:

  • Operate and maintain automated and manual laboratory analyzers, ensuring daily calibration and quality control compliance in accordance with Iraqi national health standards.
  • Process, analyze, and report patient specimens with accuracy and timeliness, adhering to the laboratory's standard operating procedures.
  • Maintain a secure and organized specimen storage system, ensuring proper chain-of-custody documentation for all samples processed in the Iraq Baghdad facility.
  • Prepare and maintain laboratory reagents, media, and consumables, submitting inventory reports to the laboratory supervisor on a weekly basis.
  • Assist the senior laboratory staff in the implementation of internal and external quality assurance programs as mandated by the Iraqi Ministry of Health.
  • Ensure strict adherence to biosafety protocols, waste disposal regulations, and infection control guidelines applicable to all medical laboratories operating in Iraq Baghdad.
  • Participate in continuing professional development activities and maintain currency of the professional license throughout the duration of this Purchase Order.
3. TERM AND COMMENCEMENT

This Purchase Order shall become effective upon the mutual execution of the signature blocks below. The engagement of the Laboratory Technician shall commence on 1 July 2025 and shall continue for an initial period of twelve (12) months, subject to renewal by mutual written agreement. The Laboratory Technician shall report to the Al-Rafidain Medical Diagnostics Center facility in Iraq Baghdad on a full-time basis, working a standard schedule of forty (40) hours per week, Monday through Friday, with a Saturday morning shift as required by the laboratory's operational needs.

Payment shall be made on a monthly basis via bank transfer to the account designated by Tigris Professional Staffing Solutions LLC, within fifteen (15) business days of the end of each calendar month. All payments are subject to the satisfactory completion of the Laboratory Technician's duties as outlined in this Purchase Order. The Supplier shall issue a valid tax invoice to the Purchasing Party prior to each payment cycle.

5. TERMS AND CONDITIONS
  • Compliance with Iraqi Law: This Purchase Order and the services rendered under it shall be governed by and construed in accordance with the laws of the Republic of Iraq. All professional activities of the Laboratory Technician shall comply with the regulations of the Iraqi Ministry of Health and the relevant authorities in Iraq Baghdad.
  • Confidentiality: The Laboratory Technician shall maintain strict confidentiality regarding all patient data, laboratory results, and proprietary operational information of the Purchasing Party. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.
  • Insurance: The Supplier shall ensure that the Laboratory Technician is covered by comprehensive professional liability insurance and workers' compensation insurance in accordance with Iraqi labor law for the entire duration of this Purchase Order.
  • Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. Termination shall not affect any accrued financial obligations.
  • Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall first be attempted to be resolved through good-faith negotiation. If unresolved within thirty (30) days, the dispute shall be submitted to the competent courts of Baghdad, Iraq.
  • Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to acts of war, civil unrest, government sanctions, or public health emergencies affecting operations in Iraq Baghdad.
  • Substitution: The Supplier shall not substitute the Laboratory Technician without the prior written consent of the Purchasing Party. Any proposed substitute must meet or exceed the qualifications specified in Section 1 of this Purchase Order.
