Buyer (Purchasing Entity): Kyoto Biomedical Research Consortium, a registered research institution operating under the jurisdiction of Japan Kyoto prefectural regulations. The Buyer is responsible for the procurement of qualified Laboratory Technician personnel to support ongoing clinical and analytical research programmes conducted at its primary facility in Japan Kyoto.
Supplier (Service Provider): Nippon Scientific Staffing Solutions K.K., a licensed human-resources and scientific staffing agency registered in Japan Kyoto. The Supplier is authorised to recruit, vet, and deploy certified Laboratory Technician professionals in accordance with the specifications outlined in this Purchase Order.
This Purchase Order is issued for the procurement of Laboratory Technician services to be performed at the Buyer's research laboratory located in Japan Kyoto. The Laboratory Technician(s) engaged under this Purchase Order shall be responsible for, but not limited to, the following duties:
- Preparation, handling, and analysis of biological and chemical samples in compliance with Japan Kyoto municipal laboratory safety standards.
- Operation, calibration, and routine maintenance of analytical instruments including spectrophotometers, centrifuges, PCR machines, and chromatography systems.
- Maintenance of accurate laboratory records, chain-of-custody documentation, and quality assurance logs as required by Japanese Ministry of Health, Labour and Welfare (MHLW) regulations applicable in Japan Kyoto.
- Assistance to senior researchers and principal investigators in the execution of experimental protocols and data collection.
- Adherence to all biosafety level (BSL-1 through BSL-2) protocols mandated for laboratory operations in Japan Kyoto.

All prices are quoted in Japanese Yen (JPY) and are inclusive of applicable consumption tax (10%) as levied in Japan Kyoto. No additional charges shall apply unless expressly authorised in writing by the Buyer.
The Supplier shall ensure that all Laboratory Technician personnel identified in this Purchase Order are physically present and operational at the Buyer's Japan Kyoto facility no later than 1 August 2025. The Supplier is required to submit a detailed onboarding schedule, including background check results, qualification certificates, and Japan Kyoto residency or work-permit documentation, no fewer than thirty (30) calendar days prior to the commencement date. Failure to meet the delivery timeline shall entitle the Buyer to a penalty of 0.5% of the total Purchase Order value per day of delay, up to a maximum of 10%.
Payment for this Purchase Order shall be structured as follows:
- 30% advance payment (JPY 30,250,500) due within fourteen (14) business days of mutual execution of this Purchase Order.
- Monthly instalments of the remaining 70% (JPY 70,584,500) payable in equal twelfth (1/12) portions, due on the 5th business day of each calendar month, commencing August 2025.
All payments shall be made via bank transfer to the Supplier's designated account in Japan Kyoto. The Buyer reserves the right to withhold payment for any month in which the Supplier fails to maintain the agreed number of qualified Laboratory Technician personnel at the Japan Kyoto site.
- Compliance: All Laboratory Technician personnel deployed under this Purchase Order must hold valid qualifications recognised by the Japanese government and must comply with all applicable national, prefectural, and municipal regulations governing laboratory work in Japan Kyoto.
- Confidentiality: The Supplier and all Laboratory Technician personnel shall execute a Non-Disclosure Agreement (NDA) prior to commencing work. All research data, methodologies, and proprietary information encountered at the Japan Kyoto facility are classified as confidential and shall not be disclosed to any third party.
- Quality Assurance: The Buyer reserves the right to conduct quarterly performance reviews of each Laboratory Technician. Any individual who fails to meet the established competency benchmarks for two consecutive review cycles may be replaced at the Supplier's expense.
- Insurance and Liability: The Supplier shall maintain comprehensive professional indemnity insurance and workers' compensation coverage for all Laboratory Technician personnel at a minimum coverage of JPY 100,000,000 per incident, valid throughout the term of this Purchase Order in Japan Kyoto.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, the Buyer shall be liable only for services rendered up to the effective date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of Japan, with exclusive jurisdiction vested in the courts of Japan Kyoto.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Laboratory Technician services in Japan Kyoto.
