This Purchase Order is issued by Kanto Biomedical Research Institute, K.K. to procure the professional services of qualified Laboratory Technician personnel for deployment at our primary research facility located in the Shinjuku district of Japan Tokyo. The Laboratory Technician(s) engaged under this Purchase Order shall be responsible for the full spectrum of bench-top analytical work, sample preparation, instrument calibration, quality control testing, and documentation in accordance with the Japanese Pharmaceutical Affairs Act (Yakuhin Gijutsu-ho) and the Good Laboratory Practice (GLP) standards enforced by the Ministry of Health, Labour and Welfare (MHLW) in Japan Tokyo.

All Laboratory Technician candidates placed under this Purchase Order must satisfy the following minimum criteria, as mandated by the operational standards of our Japan Tokyo research campus:

Hold a minimum of a National Diploma (Dai-gaku Senmon-gaku) in Applied Chemistry, Biological Sciences, or a directly related laboratory discipline from an accredited institution in Japan Tokyo or an equivalent foreign qualification recognized by the MHLW.
Demonstrate a minimum of three (3) years of hands-on experience as a Laboratory Technician in a GLP-certified or ISO 17025-accredited laboratory environment.
Be proficient in Japanese (JLPT N2 or above) for all written documentation, safety protocols, and inter-departmental communication within the Japan Tokyo facility, with working English proficiency for international reporting.
Hold a valid Japanese work residence status (Zairyu Card) permitting full-time employment in the laboratory and scientific research sector.
Pass a comprehensive pre-employment medical examination conducted at an approved clinic in Japan Tokyo, confirming fitness for prolonged bench work, chemical exposure, and biological agent handling.
Complete the Institute's internal Laboratory Technician onboarding programme, which includes a minimum of forty (40) hours of site-specific safety training, biosafety level (BSL-2) certification, and emergency response drills prior to independent operation.

5.1 This Purchase Order constitutes a binding agreement between Kanto Biomedical Research Institute, K.K. (hereinafter "the Purchaser") and Shinagawa Scientific Staffing Solutions, Inc. (hereinafter "the Vendor") for the provision of Laboratory Technician services at the designated Japan Tokyo facility.
5.2 The Vendor shall ensure that all Laboratory Technician personnel are fully insured under the Japanese Employees' Pension Insurance (Kokumin Nenkin) and Health Insurance (Kokumin Kenko Hoken) schemes, with the Purchaser bearing the employer-side contribution as stipulated in the rate schedule.
5.3 The Vendor is responsible for all payroll processing, withholding of Japanese income tax (Shotoku Zei), and social security deductions for each Laboratory Technician placed under this Purchase Order.
5.4 Any substitution of a Laboratory Technician must be approved in writing by the Purchaser's Laboratory Operations Manager at least fourteen (14) calendar days prior to the proposed change. The replacement Laboratory Technician must meet or exceed the qualifications specified in Section 4 of this Purchase Order.
5.5 The Vendor shall provide a monthly service report detailing the hours worked, tasks completed, and any incidents or near-misses involving each Laboratory Technician at the Japan Tokyo site. Reports are due by the 5th business day of the following month.
5.6 Payment shall be made via bank transfer to the Vendor's designated account at Mizuho Bank, Tokyo Central Branch, within thirty (30) calendar days of receipt of a valid invoice referencing this Purchase Order number (PO-JT-2025-04872).
5.7 The Purchaser reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of sustained non-performance, breach of GLP compliance, or failure to maintain the required Laboratory Technician staffing levels at the Japan Tokyo facility.
5.8 All intellectual property, research data, and proprietary methodologies encountered by the Laboratory Technician personnel during the term of this Purchase Order shall remain the exclusive property of the Purchaser. Each Laboratory Technician must sign a Non-Disclosure Agreement (NDA) and Intellectual Property Assignment document prior to commencing duties in Japan Tokyo.
5.9 This Purchase Order shall be governed by and construed in accordance with the laws of Japan. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the Tokyo District Court in Japan Tokyo.
5.10 The Vendor shall comply with all applicable occupational safety and health regulations issued by the Ministry of Health, Labour and Welfare, including the Industrial Safety and Health Act (Rohdo Anzen to Kenkou Hoho), as they pertain to Laboratory Technician work environments in Japan Tokyo.

IMPORTANT NOTE: This Purchase Order is subject to final approval by the Kanto Biomedical Research Institute Procurement Committee and the Japan Tokyo Facility Director. No Laboratory Technician personnel shall commence work at the Japan Tokyo site until all onboarding, background verification, and safety certification procedures outlined in Section 4 have been fully completed and documented. The Vendor acknowledges that this Purchase Order does not create an employer-employee relationship between the Purchaser and the Laboratory Technician personnel; all such relationships remain solely between the Vendor and each individual Laboratory Technician.
