3. Description of Goods / Services Procured

This Purchase Order is issued by the Dar es Salaam Regional Medical Research Institute for the procurement of professional services rendered by a qualified Laboratory Technician to support ongoing diagnostic, research, and quality assurance operations within the Tanzania Dar es Salaam facility. The Laboratory Technician shall be engaged on a fixed-term contract basis for a period of twelve (12) months, commencing on 1 August 2025 and concluding on 31 July 2026, subject to performance review and possible extension.

The Laboratory Technician shall be responsible for, but not limited to, the following duties and responsibilities:

4. Terms and Conditions

4.1 This Purchase Order is governed by the laws of the United Republic of Tanzania, specifically the Public Procurement Act, 2011, and the Tanzania Dar es Salaam municipal regulations applicable to professional service engagements.

4.2 The Laboratory Technician engaged under this Purchase Order must hold a minimum qualification of a National Diploma in Medical Laboratory Technology (NDMLT) or equivalent, issued by a recognized institution in Tanzania Dar es Salaam or elsewhere in Tanzania, and must be registered with the Tanzania Medical Laboratory Technicians Association (TMLTA).

4.3 The Laboratory Technician shall report to the Head of the Clinical Laboratory Department at the DSMRMI facility located in Tanzania Dar es Salaam, Mbezi Beach, on a full-time basis of forty (40) working hours per week, Monday through Friday, from 07:30 to 16:30 East Africa Time (EAT).

4.4 Payment shall be made in monthly installments via bank transfer to the account designated by Coastal Scientific Personnel Services Ltd. within fifteen (15) business days of receipt of a valid invoice and satisfactory performance confirmation by the supervising laboratory manager.

4.5 The Supplier warrants that the Laboratory Technician shall comply with all biosafety protocols, waste management regulations, and data confidentiality requirements as stipulated by the Tanzania Food and Drug Authority (TFDA) and the Tanzania Dar es Salaam Municipal Council health directives.

4.6 Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Laboratory Technician shall be provided a proper handover of all ongoing samples, records, and equipment.

4.7 All disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act, Cap. 20, Laws of Tanzania.

5. Delivery and Performance Location

All services under this Purchase Order shall be performed exclusively at the DSMRMI Laboratory Complex, Mafuta Road, Mbezi Beach, Tanzania Dar es Salaam. The Laboratory Technician shall not be required to travel outside the Tanzania Dar es Salaam metropolitan area unless expressly authorized in writing by the Director of Procurement and Logistics.

6. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of the Laboratory Technician in Tanzania Dar es Salaam.
