Description of Services – Laboratory Technician Recruitment and PlacementThis Purchase Order is issued by the Uganda National Laboratories Authority (UNLA) to East African Medical Staffing Ltd. for the professional recruitment, vetting, and placement of qualified Laboratory Technician personnel to support diagnostic and research operations at the UNLA Central Laboratory Facility located in Uganda Kampala. The services described herein are subject to the terms and conditions outlined in this document and the applicable labor and procurement regulations of the Republic of Uganda.

- This Purchase Order constitutes a binding agreement between the Uganda National Laboratories Authority and East African Medical Staffing Ltd. upon signature by both authorized representatives. All services shall be rendered in and around Uganda Kampala unless otherwise specified in writing.
- All Laboratory Technician candidates placed under this Purchase Order must hold a valid certificate of registration with the Uganda Medical Laboratory Technicians Association (UMLTA) and a current medical fitness certificate issued by a recognized medical facility in Uganda Kampala.
- The vendor shall complete all recruitment, screening, and placement activities within thirty (30) calendar days from the date of this Purchase Order. Failure to meet this deadline shall entitle UNLA to terminate this Purchase Order without penalty.
- Payment shall be made in Uganda Shillings (UGX) via bank transfer to the vendor's designated account within thirty (30) days of receipt of a valid tax invoice and confirmation of successful placement of all Laboratory Technician personnel at the UNLA facility in Uganda Kampala.
- All Laboratory Technician personnel placed under this Purchase Order shall be subject to the UNLA Code of Conduct, the Uganda Labour Act (2022), and all applicable occupational health and safety regulations enforced by the Uganda Occupational Safety and Health Authority (UOSHA).
- The vendor warrants that all Laboratory Technician candidates have not been the subject of any disciplinary action, criminal conviction, or professional sanction in Uganda or any other jurisdiction. Any breach of this warranty shall result in immediate termination of this Purchase Order and full refund of amounts paid.
- Confidentiality: All patient data, research findings, and operational information encountered by the Laboratory Technician staff during their tenure at the UNLA facility in Uganda Kampala shall remain strictly confidential and subject to the Uganda Data Protection and Privacy Act (2019).
- Disputes arising from this Purchase Order shall be resolved through mediation in Uganda Kampala in accordance with the Uganda Arbitration Act (2000). The courts of Uganda Kampala shall have exclusive jurisdiction.
- This Purchase Order is governed by the laws of the Republic of Uganda. Any amendments must be made in writing and signed by both parties.
- The vendor shall maintain professional indemnity insurance of not less than UGX 50,000,000 covering all Laboratory Technician personnel for the duration of their placement at the UNLA facility in Uganda Kampala.
