This Purchase Order is issued by the Melbourne Metropolitan Library & Information Services Authority to procure the professional services of a qualified Librarian for the Melbourne central library campus and its associated satellite branches across the Melbourne metropolitan area. All Librarian services under this Purchase Order shall commence on 1 August 2025 at the Melbourne Central Library premises, Level 4, 120 Collins Street, Melbourne VIC 3000, Australia. The engagement period is twelve (12) months, concluding on 31 July 2026, subject to mutual renewal. The Librarian is required to be physically present at the Melbourne campus a minimum of three (3) days per week, with the remaining days allocated to remote or satellite-branch duties within the Melbourne metropolitan area. All work must be performed in accordance with the Australian Standard AS/NZS 4819:2020 for library and information services.
Payment shall be made in accordance with the following schedule, all amounts denominated in Australian Dollars (AUD):
- Payment Schedule: Monthly in arrears, invoiced by the 25th of each month for services rendered in the preceding calendar month. Payment to be processed within thirty (30) days of receipt of a valid tax invoice compliant with Australian Taxation Office (ATO) requirements.
- Bank Details: Payments shall be made via electronic funds transfer (EFT) to the supplier’s nominated Australian bank account. The supplier must provide a valid Australian Business Number (ABN) on all invoices.
- Withholding: The Buyer reserves the right to withhold payment for any services not rendered to the standard specified in this Purchase Order or not in compliance with ALIA professional ethics and Melbourne municipal library regulations.
- Disputes: Any payment disputes shall be resolved in accordance with the Victorian Civil and Administrative Tribunal (VCAT) procedures or as otherwise determined under Australian contract law.
- This Purchase Order is governed by the laws of the State of Victoria, Australia, and the Commonwealth of Australia. All disputes shall be subject to the exclusive jurisdiction of the courts of Victoria, Australia.
- The Librarian engaged under this Purchase Order must maintain valid professional indemnity insurance with a minimum cover of AUD 10,000,000, as well as public liability insurance of AUD 20,000,000, in accordance with Australian insurance regulations.
- The Librarian must comply with all applicable Australian privacy legislation, including the Privacy Act 1988 (Cth) and the Victorian Information Privacy and Protection Act 1998, particularly with respect to patron data handled at Melbourne library facilities.
- The Librarian shall adhere to the ALIA Code of Ethics and the Australian Copyright Act 1968 (Cth) in all aspects of collection management, digital resource provision, and patron services delivered in Melbourne.
- This Purchase Order may be terminated by either party with thirty (30) days’ written notice. In the event of termination, the Buyer shall pay for all Librarian services rendered up to the date of termination.
- All intellectual property created by the Librarian in the course of this engagement, including but not limited to collection development strategies, programme curricula, and metadata frameworks developed for Melbourne library services, shall vest in the Melbourne Metropolitan Library & Information Services Authority.
- The Librarian must hold a valid Australian working visa or citizenship and be eligible to work in Australia. The supplier warrants that all personnel assigned to this Purchase Order are lawfully authorised to perform work in Melbourne, Victoria, Australia.
- Force majeure events, including but not limited to natural disasters affecting the Melbourne metropolitan area, shall be addressed in accordance with standard Australian commercial contract provisions.
