This Purchase Order is issued by the Brussels Metropolitan Library Consortium (hereinafter referred to as the "Buyer") to formally procure the professional services of a qualified Librarian to be deployed at the Buyer's primary facility located in Belgium Brussels. The Librarian shall be responsible for the full management, curation, and operational oversight of the library's collections, digital archives, and public-facing services within the Brussels-Capital Region.
The Librarian engaged under this Purchase Order must hold a minimum of a Master's degree in Library Science, Information Management, or a closely related discipline, as recognised by the Belgian Federation of Higher Education. In addition, the Librarian shall demonstrate a minimum of five (5) years of progressive professional experience in academic, public, or special collections librarianship, with at least two (2) years of that experience gained within a multilingual environment consistent with the linguistic requirements of Belgium Brussels (Dutch, French, and English).
2. Scope of Duties & ResponsibilitiesThe Librarian procured under this Purchase Order shall perform, but not be limited to, the following duties at the Brussels Metropolitan Library facility in Belgium Brussels:
- Oversee the acquisition, cataloguing, classification, and preservation of all physical and digital library holdings in accordance with the International Standard Bibliographic Description (ISBD) and the Belgian National Library's metadata standards.
- Manage the library's integrated library system (ILS), ensuring seamless interoperability with the Flanders and Wallonia regional library networks operating within Belgium Brussels.
- Develop and implement public programming, reading initiatives, and community engagement events tailored to the diverse multicultural population of the Brussels-Capital Region.
- Supervise a team of no fewer than six (6) assistant librarians, paraprofessional staff, and seasonal volunteers assigned to the Belgium Brussels branch.
- Ensure full compliance with the Belgian Data Protection Act (Loi du 30 juillet 2018) and the General Data Protection Regulation (GDPR) in the handling of patron records and digital access systems.
- Coordinate interlibrary loan agreements with partner institutions across Belgium Brussels, including the Royal Library of Belgium, the Vrije Universiteit Brussel library, and the ULB library network.
- Prepare quarterly operational reports and annual strategic plans for submission to the Brussels Metropolitan Library Consortium's Board of Directors.

Payment shall be rendered on a monthly basis via direct bank transfer (SEPA) to the Supplier's designated account within the Belgian banking system. Invoices must reference this Purchase Order number (BB-2025-LIB-0472) and shall be settled within thirty (30) calendar days of receipt, in accordance with the Belgian Law on Late Payment in Commercial Transactions (Loi du 27 mars 2019).
4. Terms, Conditions & Compliance- This Purchase Order is governed by and shall be interpreted in accordance with the civil and commercial laws of the Kingdom of Belgium, with exclusive jurisdiction vested in the competent courts of Brussels, Belgium Brussels.
- The Librarian engaged under this Purchase Order shall be subject to the Belgian Labour Code and all applicable collective bargaining agreements (CBA) for the library and cultural sector in the Brussels-Capital Region.
- The Supplier warrants that the Librarian shall be fully insured under Belgian social security and occupational liability schemes for the entire duration of the engagement in Belgium Brussels.
- Either party may terminate this Purchase Order with a written notice period of sixty (60) days, subject to the provisions of the Belgian employment legislation applicable to the Librarian's contract.
- All intellectual property, cataloguing records, and institutional knowledge developed by the Librarian during the term of this Purchase Order shall remain the exclusive property of the Brussels Metropolitan Library Consortium.
- The Supplier shall maintain a minimum of 98% service availability for the Librarian's scheduled working hours (Monday to Friday, 08:00–17:00, Brussels time) throughout the contract period.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Librarian services in Belgium Brussels. This document constitutes a binding commercial agreement upon execution by both authorised signatories.
