This Purchase Order is issued by the Biblioteca Metropolitana de Santiago to procure the professional services of a qualified Librarian and associated library management personnel for the Santiago municipal library network. The Librarian services described herein shall be delivered in accordance with the Chilean National Library Standards (Norma Chilena NCh 3241) and the regulations established by the Ministry of Education of Chile. The selected Librarian shall be responsible for cataloguing, circulation management, digital resource integration, reader assistance, and the overall intellectual organization of the collection across all branch locations in Santiago.

All prices are expressed in Chilean Pesos (CLP). The total amount in words: Setenta y cuatro millones seiscientos setenta y dos mil quinientos pesos chilenos.

The Librarian services shall commence on 1 August 2025 and shall continue for a period of twelve (12) months, unless renewed by mutual written agreement. All personnel assigned under this Purchase Order shall report to the designated branch locations within the Santiago metropolitan area. The supplier guarantees that the Lead Librarian shall hold a minimum of a Master's degree in Library Science (Máster en Ciencia de la Información) from a Chilean or internationally recognized institution, and shall possess a valid professional registration with the Colegio de Bibliotecarios de Chile.

Payment shall be made in quarterly installments via electronic bank transfer (transferencia electrónica) to the supplier's designated account in Chile. Each installment shall be due within thirty (30) calendar days following the receipt of a valid invoice (factura) and a performance certification signed by the Director of the Biblioteca Metropolitana de Santiago. The supplier shall issue a formal Chilean electronic invoice (factura electrónica) through the SII (Servicio de Impuestos Internos) platform for each payment period.

This Purchase Order is governed by the laws of the Republic of Chile, including the Chilean Civil Code and applicable municipal procurement regulations (Ley 19.886 de Compras Públicas where applicable).
The Librarian and all support personnel shall comply with all data protection obligations under Chilean Law No. 21.719 (Ley de Protección de Datos Personales) when handling reader information.
The supplier shall maintain professional liability insurance with a minimum coverage of CLP 50,000,000 for the duration of this Purchase Order.
Any modification to the scope of Librarian services, personnel assignments, or branch locations within Santiago must be documented in a written addendum signed by both parties.
The buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach by the supplier, including but not limited to failure to provide qualified Librarian personnel or non-compliance with Chilean library standards.
All intellectual property created by the Librarian in the course of performing duties under this Purchase Order (including cataloguing records, collection development plans, and digital resource configurations) shall be the exclusive property of the Biblioteca Metropolitana de Santiago.
Disputes arising from this Purchase Order shall be resolved through arbitration in Santiago, Chile, in accordance with the rules of the Centro de Arbitraje y Mediación de la Cámara de Comercio de Santiago.
This Purchase Order does not constitute an employment relationship. The Librarian and associated personnel are engaged as independent professional service providers under the terms of this document.
