This Purchase Order is issued by the Accra Metropolitan Public Library Authority to engage the services of a qualified Librarian for the comprehensive management, cataloguing, and digital transformation of the library's holdings in Ghana Accra. The Librarian shall be responsible for overseeing all library operations at the Ridge District main branch and two satellite locations in East Legon and Lapaz, Accra. This Purchase Order covers a twelve-month engagement period commencing 1 August 2025 and concluding 31 July 2026, subject to performance review and mutual renewal agreement.

4.1 This Purchase Order is governed by the laws of the Republic of Ghana and the Public Procurement Act, 2003 (Act 663), as amended. All disputes arising from this Purchase Order shall be resolved through arbitration in Accra, Ghana.

4.2 The Librarian shall comply with all data protection requirements under the Data Protection Act, 2012 (Act 843) of Ghana when handling patron records and digital library data within the Ghana Accra branch network.

4.3 Payment shall be made via bank transfer to the vendor's designated account at the Bank of Ghana-licensed financial institution within thirty (30) calendar days of receipt of a valid tax invoice. Late payments shall attract interest at the prevailing Bank of Ghana policy rate.

4.4 The Librarian is required to submit a written progress report to the Procurement Officer of the Accra Metropolitan Public Library Authority on the last working day of each month. Failure to submit three consecutive monthly reports shall constitute grounds for termination of this Purchase Order with thirty (30) days' written notice.

4.5 All goods procured under this Purchase Order (Line Items 03 and 07) shall be delivered to the Ridge District main library premises in Ghana Accra no later than 30 September 2025. Risk of loss transfers to the Authority upon signed delivery receipt.

4.6 The Librarian shall maintain professional indemnity insurance with a minimum cover of GHS 500,000 throughout the duration of this Purchase Order and shall provide a certificate of insurance upon request.

4.7 Any variation or amendment to this Purchase Order must be documented in a written addendum signed by both parties. Verbal instructions shall not constitute a valid modification.

The Librarian shall report for duty at the Accra Metropolitan Public Library Authority headquarters, 12 Independence Avenue, Ridge, Accra, Ghana, on 1 August 2025 at 08:00 hours. All physical goods listed in this Purchase Order shall be delivered to the same address. The Librarian shall coordinate with the Authority's Facilities Department for access to all three branch locations in Ghana Accra.

This Purchase Order is issued in accordance with the approved 2025/2026 fiscal year budget of the Accra Metropolitan Public Library Authority. The undersigned hereby authorize the procurement of the Librarian services and associated resources as detailed herein.

This Purchase Order is valid for a period of ninety (90) days from the date of issue. After this period, the Purchase Order shall be deemed void unless renewed in writing by the issuing authority. This document is printed in Accra, Ghana, and constitutes a legally binding procurement instrument under Ghanaian law.
