This Purchase Order is issued by the Yangon Metropolitan Public Library Authority to formally procure the professional services of a qualified Librarian to be stationed and operational within the Myanmar Yangon metropolitan area. The Librarian shall be responsible for the full management, cataloguing, digitisation, and patron services of the central library branch located in Insein Township, Yangon. The scope of this Purchase Order encompasses the recruitment, onboarding, and continuous professional engagement of the Librarian for a period of twelve (12) months, renewable upon mutual agreement.
The Librarian engaged under this Purchase Order must hold a minimum of a Master's degree in Library Science, Information Management, or a closely related discipline from an accredited institution recognised by the Myanmar Ministry of Education. Additionally, the Librarian must demonstrate a minimum of five (5) years of progressive experience in academic or public library operations, with specific proficiency in both English and Burmese (Myanmar) languages to serve the diverse patron base of Myanmar Yangon.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Union of Myanmar, specifically the Myanmar Labour Law (2011) and the Myanmar Public Procurement Law. Any disputes arising from this Purchase Order relating to the Librarian's engagement in Myanmar Yangon shall be resolved through the Yangon District Court or, at the mutual discretion of both parties, through arbitration under the Myanmar Arbitration Law.
- Commencement of Services: The Librarian shall commence duties no later than 1 August 2025 at the designated library facility in Insein Township, Myanmar Yangon. The Supplier is responsible for ensuring the Librarian's work permit, visa (if applicable), and all necessary local registrations are completed prior to the commencement date.
- Payment Schedule: Payment for this Purchase Order shall be made in monthly instalments via bank transfer to the account designated by the Supplier. The first payment shall be due within thirty (30) calendar days of the Librarian's confirmed start date. All payments shall be processed in Myanmar Kyat (MMK) at the prevailing Central Bank of Myanmar exchange rate, unless otherwise agreed in writing.
- Performance Standards: The Librarian shall adhere to the professional standards set forth by the Myanmar Library Association and the International Federation of Library Associations (IFLA). The Librarian is expected to manage a collection of no fewer than 50,000 volumes, oversee digital catalogue operations, conduct weekly community reading programmes in Myanmar Yangon, and produce monthly operational reports to the Buyer.
- Confidentiality: The Librarian shall maintain strict confidentiality regarding patron records, internal library data, and any proprietary information encountered during the course of employment in Myanmar Yangon. This obligation shall survive the termination of this Purchase Order for a period of two (2) years.
- Termination: Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of material breach by the Librarian, the Buyer may terminate immediately upon written notice. Upon termination, all outstanding payments for services rendered up to the termination date shall be settled within fifteen (15) business days.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions in Myanmar Yangon, or public health emergencies, provided that the affected party notifies the other in writing within seven (7) days of the event.
- Compliance with Local Regulations: The Supplier warrants that the Librarian shall comply with all applicable Myanmar labour regulations, tax obligations, and professional licensing requirements. The Supplier shall bear full responsibility for any penalties or fines arising from non-compliance with Myanmar Yangon municipal or national regulations.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Librarian services in Myanmar Yangon. This document constitutes a binding agreement upon execution by authorised representatives of both the Buyer and the Supplier.
