This Purchase Order is issued by the Baghdad Maritime Infrastructure Development Authority for the procurement and deployment of a qualified Marine Engineer to provide specialized technical services in support of the Tigris River Navigation Modernization Project. The Marine Engineer shall be responsible for the design oversight, installation supervision, and commissioning of marine navigation aids, riverbank stabilization structures, and associated hydraulic infrastructure along the Tigris River corridor within the Iraq Baghdad metropolitan area.

The Marine Engineer and the full support team shall report to the BMIDA project headquarters located in Al-Mansour District, Iraq Baghdad, no later than 1 August 2025. All specialized marine engineering equipment listed under Item No. 03 shall be delivered, unpacked, calibrated, and made operational at the Iraq Baghdad site no later than 25 July 2025. The supplier shall bear all risk of loss or damage to equipment until formal acceptance is signed by the BMIDA Project Director at the Iraq Baghdad project office.
Payment against this Purchase Order shall be made in accordance with the following schedule:
- 30% Advance Payment (USD 176,430.00) – Due within 14 business days of the supplier's written acknowledgment of this Purchase Order and submission of a valid performance bond.
- 40% Progress Payment (USD 235,240.00) – Due upon the Marine Engineer's successful completion of the first 6-month milestone, subject to BMIDA's written acceptance of interim technical reports.
- 30% Final Payment (USD 176,430.00) – Due within 30 days of the Marine Engineer's final project report, handover of all equipment, and formal project closeout in Iraq Baghdad.
All payments shall be made via irrevocable letter of credit issued by the Central Bank of Iraq, payable in US Dollars to the supplier's designated bank account. Late payments shall attract interest at a rate of 1.5% per month.
- This Purchase Order is governed by the laws of the Republic of Iraq and, where applicable, the United Nations Convention on Contracts for the International Sale of Goods (CISG).
- The Marine Engineer shall comply with all Iraqi federal regulations, Baghdad municipal bylaws, and BMIDA site safety protocols throughout the duration of the contract in Iraq Baghdad.
- The supplier shall maintain comprehensive professional indemnity insurance (minimum USD 2,000,000) and public liability insurance for the Marine Engineer and support team for the entire contract period.
- Any modification to the scope of work, extension of the contract period, or change in the deployment location within Iraq Baghdad must be documented in a written amendment signed by both parties prior to implementation.
- The supplier warrants that the Marine Engineer possesses all qualifications, licenses, and clearances required to perform marine engineering services in Iraq. BMIDA reserves the right to reject personnel who do not meet the specified competency requirements.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Baghdad, Iraq, in accordance with the rules of the Iraqi Arbitration Center. The language of arbitration shall be English.
- This Purchase Order shall remain in full force and effect for a period of twelve (12) months from the date of commencement, unless terminated earlier by mutual written agreement or in accordance with the termination clauses herein.
