2. Scope of Work and Description

This Purchase Order is issued by the Kabul Infrastructure Development Authority to procure the professional services of a qualified Mason team and associated masonry materials for the construction and structural reinforcement of the Darulaman Community Health Facility, located in the Darulaman District of Afghanistan Kabul. The masonry work encompasses the laying of load-bearing brick walls, construction of concrete block partitions, installation of lintels and sills, application of cement mortar finishing, and the erection of a reinforced masonry parapet wall along the northern perimeter of the facility. All masonry work shall comply with the Afghan National Building Code (ANBC) 2022 and the specific engineering specifications outlined in Annex A of this Purchase Order. The Mason contractor shall provide all skilled labor, including at minimum twelve (12) certified masons, four (4) mason apprentices, two (2) site engineers, and one (1) quality assurance inspector for the duration of the project.

4. Delivery and Execution Schedule

All materials listed in this Purchase Order shall be delivered to the project site in Darulaman District, Afghanistan Kabul, no later than 10 July 2025. The Mason crew shall mobilize to the Afghanistan Kabul site by 15 July 2025 and shall complete all masonry construction activities by 15 October 2025. The project timeline is subject to the seasonal weather conditions prevalent in Afghanistan Kabul, and the Mason contractor shall submit a detailed weekly work plan to the Buyer's site representative every Friday. Any delay attributable to the Mason contractor shall incur a penalty of 0.5% of the total contract value per calendar day of delay, up to a maximum of 10%.

5. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Buyer and the Mason contractor upon signature by both parties. All terms herein shall be governed by the commercial laws of the Islamic Republic of Afghanistan.
  2. Payment shall be made in three (3) installments: 30% upon mobilization and delivery of materials to the Afghanistan Kabul site, 50% upon completion of 75% of the masonry work as verified by the QA inspector, and 20% upon final acceptance and handover of the completed masonry structure.
  3. The Mason contractor shall maintain valid liability insurance and workers' compensation coverage for all personnel operating in Afghanistan Kabul throughout the project duration.
  4. All masonry work shall be inspected at each construction phase. The Buyer reserves the right to reject any work that does not meet the specified quality standards, and the Mason contractor shall rectify deficiencies at no additional cost.
  5. The Mason contractor shall comply with all local labor regulations in Afghanistan Kabul, including fair wages, working hours, and safety provisions for all masons and apprentices on site.
  6. Any changes to the scope of masonry work must be documented in a written Change Order signed by both parties before execution. No verbal modifications to this Purchase Order shall be recognized.
  7. The Mason contractor warrants that all materials supplied are new, of the specified grade, and free from defects. A minimum twelve (12) month warranty applies to all masonry workmanship from the date of final acceptance.
  8. Disputes arising from this Purchase Order shall first be addressed through good-faith negotiation. If unresolved within thirty (30) days, the matter shall be referred to arbitration under the rules of the Afghanistan Arbitration Center in Kabul.
  9. This Purchase Order is valid for acceptance within fourteen (14) calendar days from the date of issue. Failure to sign and return within this period shall render this Purchase Order null and void.
6. Acceptance and Authorization

By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications set forth in this Purchase Order for the masonry construction project in Afghanistan Kabul.
