This Purchase Order is issued by Addis Ababa Urban Development & Construction PLC to procure professional mason services and associated masonry materials for the construction of a six-story residential and commercial building located in the Bole Sub-City of Ethiopia Addis Ababa. The mason contractor shall be responsible for all bricklaying, block masonry, plastering, tiling, and stonework activities as specified in the attached architectural and structural drawings (Reference: EAA-BLD-2025-089). This Purchase Order governs the full scope of masonry work from foundation walls through to the final finishing masonry of the roof structure.

All prices are quoted in Ethiopian Birr (ETB) and are inclusive of 15% VAT as mandated by the Ethiopian Revenue and Customs Authority. Prices are fixed for the duration of this Purchase Order.
All masonry materials and the mason crew shall report to the designated construction site at Bole Sub-City, Woreda 03, Ethiopia Addis Ababa. The site access gate is located on the east side of Bole Road, adjacent to the Friendship Hotel roundabout. The mason contractor shall commence work no later than 1 July 2025 and shall maintain a minimum crew of ten (10) skilled masons on site during all working days (Monday through Saturday, 07:00 to 17:00 EAT). Material deliveries shall be coordinated with the site logistics team at least 48 hours in advance.
Payment under this Purchase Order shall be made in monthly progress installments based on verified completion of masonry work as certified by the site engineer. The payment schedule is as follows:
- Advance Payment (15%): ETB 2,490,600.00, payable within 10 business days of signing this Purchase Order, to be applied against the first monthly invoice.
- Monthly Progress Payments (70%): Disbursed on the 5th of each month for the preceding month's verified masonry output, subject to quality inspection by the purchaser's structural engineer.
- Retention (10%): ETB 1,660,400.00 shall be retained and released 60 days after final completion and handover of all masonry work.
- Final Balance (5%): Released upon successful completion of the 12-month masonry defect-liability period.
All payments shall be made via bank transfer to the supplier's account at Commercial Bank of Ethiopia, Addis Ababa Main Branch, Account No. 1001-2345-6789. Late payments shall accrue interest at 2% per month as per Ethiopian commercial law.
All masonry work executed under this Purchase Order shall comply with the Ethiopian Building Code (EBC 2015), the Addis Ababa City Construction Regulations, and the relevant standards published by the Ethiopian Standards Agency (ESA). The mason contractor shall ensure that all block masonry achieves a minimum compressive strength of 7.5 MPa, that mortar joints are uniformly filled to a depth of 10mm, and that all plastering is free from cracks exceeding 0.3mm. The mason crew must hold valid trade licenses issued by the Addis Ababa City Trade and Industry Office. All workers shall be covered under the Ethiopian Social Security Insurance (SSPI) and the site's occupational health and safety plan.
- This Purchase Order constitutes a binding agreement between the Purchaser and the Mason Contractor upon signature by both parties.
- The mason contractor shall provide a minimum of two (2) years warranty on all masonry work, covering structural cracking, water infiltration through masonry joints, and plaster delamination.
- Any variation or change order to the scope of masonry work must be documented in writing and approved by both parties before execution. No verbal instructions shall be binding.
- The mason contractor is responsible for all scaffolding, formwork, and temporary works required for masonry activities in Ethiopia Addis Ababa.
- In the event of force majeure (including but not limited to severe weather events common to the Addis Ababa highland climate), the mason contractor shall notify the Purchaser within 24 hours, and the project timeline shall be extended accordingly.
- Disputes arising from this Purchase Order shall be resolved through mediation under the Addis Ababa City Commercial Arbitration Center before resorting to litigation in the Federal First Instance Court of Ethiopia.
- The mason contractor shall maintain a minimum third-party liability insurance of ETB 5,000,000 for the duration of the project.
- All waste materials generated from masonry work shall be disposed of in accordance with the Addis Ababa City Environmental Protection Authority regulations.
