This Purchase Order is issued by the Yangon Advanced Research & Analytics Institute (YARAI) to procure the professional services of a qualified Mathematician for a period of twelve (12) months, commencing on 1 August 2025. The Mathematician shall be engaged to perform advanced quantitative analysis, develop mathematical models for infrastructure planning, conduct statistical research for the Myanmar national development programme, and provide expert consultancy to the Institute's engineering and economics divisions. All services shall be rendered primarily at the YARAI headquarters located in Myanmar Yangon, with occasional fieldwork in surrounding townships as directed by the Institute's project management office.
The Mathematician is expected to hold a minimum of a Master's degree in Pure Mathematics, Applied Mathematics, or a closely related quantitative discipline, with a demonstrated track record of at least five (5) years in professional mathematical consultancy or academic research. The candidate must be proficient in computational mathematics, numerical methods, stochastic modelling, and optimization theory. Fluency in English and Burmese (Myanmar) is mandatory, as all deliverables and client communications within Myanmar Yangon shall be conducted in both languages.

All amounts are quoted in Myanmar Kyat (MMK). The total value of this Purchase Order is Ninety Million Five Hundred and Ten Thousand Myanmar Kyat (MMK 90,510,000) inclusive of applicable taxes.
- Payment shall be made in monthly instalments of MMK 7,542,500 (inclusive of VAT), due within fifteen (15) business days of the end of each calendar month, via bank transfer to the Mathematician's designated account at the Myanmar Economic Bank, Yangon branch.
- A mobilization advance of ten percent (10%) of the total Purchase Order value, amounting to MMK 9,051,000, shall be disbursed within seven (7) business days of the formal acceptance of this Purchase Order by the Mathematician.
- Final payment for each deliverable (Items 02, 03, and 04) shall be released within ten (10) business days following written acceptance by the YARAI Project Director.
- All payments are subject to the Mathematician submitting valid tax invoices compliant with the Myanmar Internal Revenue Department regulations.
- Late payments shall attract interest at the rate of 1.5% per month, calculated from the due date until the date of actual payment.
- This Purchase Order constitutes a binding agreement between YARAI and the named Mathematician upon countersignature. All work shall be performed in accordance with the professional standards set by the Myanmar Mathematical Society and applicable Myanmar labour and professional regulations.
- The Mathematician shall maintain full professional independence in all analytical conclusions and shall not be subject to undue influence from the Institute or any third party regarding mathematical findings.
- All intellectual property, mathematical models, datasets, and reports produced under this Purchase Order shall become the exclusive property of YARAI upon full payment. The Mathematician retains the right to publish general academic findings, provided that confidential data pertaining to Myanmar Yangon infrastructure projects is not disclosed without prior written consent.
- The Mathematician shall comply with all data protection and confidentiality obligations under Myanmar law. Any breach of confidentiality shall result in immediate termination of this Purchase Order and liability for damages.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Mathematician shall be compensated for all services rendered up to the effective date of termination, less any advance payments already received.
- The Mathematician shall carry professional indemnity insurance with a minimum coverage of MMK 50,000,000, valid throughout the engagement period in Myanmar Yangon.
- Disputes arising from this Purchase Order shall be resolved through mediation under the Myanmar Arbitration Centre, Yangon, before any litigation is commenced in the Yangon District Court.
- This Purchase Order is governed by and shall be construed in accordance with the laws of the Republic of the Union of Myanmar.
The engagement under this Purchase Order shall commence on 1 August 2025 and shall continue for a period of twelve (12) months, concluding on 31 July 2026, unless extended by mutual written agreement. The Mathematician is expected to be physically present at the YARAI office in Myanmar Yangon for a minimum of five (5) working days per week, with the remaining time allocated to fieldwork, research, and remote analytical tasks as agreed upon in the monthly work plan.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order. This document, once executed, shall serve as the definitive procurement instrument for the Mathematician services described herein in Myanmar Yangon.
