1. Description of Services – Mechanical Engineer Engagement

This Purchase Order is issued by Al-Jeddah Industrial Engineering Co., Ltd. to formally engage the services of a qualified Mechanical Engineer through Gulf Technical Engineering Consultants LLC. The Mechanical Engineer shall be deployed to the Jeddah Port Expansion Phase II project site located in the Jeddah Industrial Zone, Saudi Arabia Jeddah, to provide specialized mechanical design, analysis, and oversight services for a period of twelve (12) months commencing on 1 July 2025. The Mechanical Engineer is expected to hold a minimum of a Bachelor's degree in Mechanical Engineering from an accredited institution, possess a valid Saudi Council of Engineers (SCE) professional license, and demonstrate a minimum of ten (10) years of progressive experience in heavy industrial mechanical systems, including but not limited to HVAC systems, piping networks, structural steel fabrication oversight, and rotating equipment commissioning.

3. Scope of Work and Deliverables

The Mechanical Engineer engaged under this Purchase Order shall perform the following duties at the project site in Saudi Arabia Jeddah:

  • Review and approve all mechanical design packages, including HVAC layouts, process piping isometrics, and equipment specifications, prior to fabrication and installation.
  • Conduct on-site inspections of mechanical installations at the Jeddah Port Expansion Phase II facility, ensuring compliance with project specifications, Saudi Standards (SASO), and international codes (ASME, API, AISC).
  • Prepare and submit weekly progress reports, non-conformance reports (NCRs), and punch lists to the Project Manager at Al-Jeddah Industrial Engineering Co., Ltd.
  • Coordinate with the civil, structural, and electrical engineering disciplines to resolve interface issues and ensure seamless integration of mechanical systems within the overall project scope.
  • Oversee the commissioning and performance testing of all mechanical equipment, including centrifugal pumps, air compressors, chillers, and process heat exchangers, prior to handover.
  • Maintain a complete set of as-built mechanical drawings and technical documentation in both English and Arabic, stored on the project's document management system.
4. Terms and Conditions
  1. This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Jeddah, Saudi Arabia.
  2. The Mechanical Engineer shall comply with all applicable Saudi Arabian labor laws, occupational health and safety regulations (OSHA-equivalent under Saudi Ministry of Labor), and site-specific safety protocols enforced by Al-Jeddah Industrial Engineering Co., Ltd.
  3. Payment shall be made via bank transfer to the vendor's designated account in Saudi Riyal (SAR) within thirty (30) calendar days of receipt of a valid, tax-compliant invoice. Late payments shall accrue interest at the rate of 1.5% per month.
  4. The vendor shall maintain comprehensive professional indemnity and public liability insurance with a minimum coverage of SAR 5,000,000 for the duration of the Mechanical Engineer's engagement.
  5. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall be compensated for all services rendered up to the termination date, less any applicable deductions.
  6. All intellectual property, design documents, and technical data produced by the Mechanical Engineer under this Purchase Order shall remain the exclusive property of Al-Jeddah Industrial Engineering Co., Ltd.
  7. The Mechanical Engineer shall not be engaged in any concurrent employment or consultancy that creates a conflict of interest with the obligations defined in this Purchase Order.
Note: This Purchase Order is subject to approval by the Project Director and the Finance Department of Al-Jeddah Industrial Engineering Co., Ltd. No work shall commence until all visa, Iqama, and work permit formalities for the Mechanical Engineer have been fully processed and approved by the relevant Saudi Arabian government authorities in Jeddah. 5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to the terms, conditions, scope of work, and pricing outlined in this Purchase Order for the engagement of the Mechanical Engineer in Saudi Arabia Jeddah.
