1. Description of Services – Mechanical Engineer ProcurementThis Purchase Order is issued by Ceylon Industrial Solutions (Pvt) Ltd. to engage the services of a qualified Mechanical Engineer for the design, supervision, and technical oversight of mechanical systems related to the Colombo Port Expansion Phase II project. The Mechanical Engineer shall be based in Sri Lanka Colombo and shall report directly to the Project Director at the company's headquarters located on Galle Road, Colombo 03.

The Mechanical Engineer engaged under this Purchase Order shall be responsible for the following duties while operating out of Sri Lanka Colombo:
(a) Review and approve all mechanical design packages prior to fabrication and installation. The Mechanical Engineer shall ensure that all designs comply with the Sri Lanka Standards Institution (SLSI) regulations and the Colombo Municipal Council building bylaws.
(b) Coordinate with electrical, civil, and structural engineering teams to ensure seamless integration of mechanical systems within the overall project framework in Sri Lanka Colombo.
(c) Conduct risk assessments and safety audits for all mechanical operations on-site. The Mechanical Engineer shall maintain a log of all safety incidents and corrective actions taken.
(d) Manage vendor relationships for mechanical equipment procurement, ensuring that all materials and components meet the specifications outlined in this Purchase Order.
(e) Submit monthly progress reports to the Project Director, including photographs, test results, and any deviations from the approved design.
3. Terms and Conditions3.1 Payment Terms: Payment shall be made within 30 days of receipt of a valid invoice from the Mechanical Engineer. Invoices shall be submitted at the end of each calendar month. All payments shall be made in Sri Lankan Rupees (LKR) via bank transfer to the account specified by the contractor.
3.2 Commencement Date: The Mechanical Engineer shall commence duties on or before 1 July 2025. Failure to commence within 14 days of the commencement date may result in cancellation of this Purchase Order at the sole discretion of Ceylon Industrial Solutions (Pvt) Ltd.
3.3 Working Location: All services under this Purchase Order shall be performed in Sri Lanka Colombo. The Mechanical Engineer is required to be present at the project site (Colombo Port, Colombo 01) for a minimum of five (5) working days per week during active construction phases.
3.4 Qualifications: The Mechanical Engineer shall hold a minimum of a Bachelor's degree in Mechanical Engineering from a recognized institution in Sri Lanka or abroad, along with a valid registration with the Institution of Engineers, Sri Lanka (IESL). A minimum of ten (10) years of relevant experience in industrial and commercial mechanical systems is required.
3.5 Insurance: The Mechanical Engineer shall maintain professional indemnity insurance with a minimum coverage of LKR 10,000,000 and public liability insurance of LKR 5,000,000 for the duration of this Purchase Order.
3.6 Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Mechanical Engineer shall be compensated for all services rendered up to the date of termination, less any outstanding deliverables.
3.7 Confidentiality: The Mechanical Engineer shall treat all project data, drawings, and proprietary information as strictly confidential. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
3.8 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka. Any disputes shall be resolved through arbitration in Colombo, Sri Lanka Colombo, in accordance with the Arbitration Act of Sri Lanka.
4. Acceptance and AuthorizationBy signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of the Mechanical Engineer in Sri Lanka Colombo.
