3. Scope of Purchase – Mechanical Engineer Services
This Purchase Order is issued by the Nile Industrial Development Authority to procure the professional services of a qualified Mechanical Engineer for the design, review, and technical supervision of the new textile manufacturing facility located in the Industrial Area of North Khartoum, Sudan. The Mechanical Engineer shall be responsible for all mechanical systems including HVAC design, piping networks, conveyor systems, boiler and steam plant engineering, and structural mechanical support frameworks. All deliverables must comply with the Sudanese National Building Code, the Khartoum Municipal Engineering Regulations, and applicable international standards (ASME, ISO 9001) as adopted by the Sudanese Standards and Metrology Organization (SSMO).

5. Payment Terms
Payment shall be made in Sudanese Pounds (SDG) via bank transfer to the supplier's account at the National Bank of Sudan, Khartoum Main Branch. The payment schedule is as follows: 30% advance upon signing of this Purchase Order; 40% upon completion and approval of detailed engineering drawings; 20% upon successful commissioning of all mechanical systems at the Khartoum site; and 10% upon submission and acceptance of the final as-built documentation. All invoices must reference Purchase Order No. SD-KRT-ME-2025-0478 and shall be submitted to the NIDA Procurement Office in North Khartoum no later than the 25th of each month.
6. Delivery and Performance Timeline
The Mechanical Engineer shall commence work within seven (7) calendar days of the effective date of this Purchase Order. The entire scope of services, including on-site supervision in Sudan Khartoum, shall be completed no later than 15 October 2025. Any extension of time must be requested in writing to the NIDA Project Director at least fourteen (14) days prior to the original deadline, with supporting justification related to force majeure events or changes in scope directed by the Authority.
7. Terms and Conditions
This Purchase Order is governed by the laws of the Republic of the Sudan and the Sudanese Commercial Code. The Mechanical Engineer shall maintain valid professional indemnity insurance with a minimum coverage of SDG 5,000,000 throughout the duration of the contract. All work performed in Sudan Khartoum shall adhere to the occupational health and safety regulations enforced by the Ministry of Labour and Social Affairs, Khartoum State. The supplier warrants that the Mechanical Engineer assigned to this Purchase Order holds a minimum of ten (10) years of post-qualification experience in industrial mechanical engineering and is registered in good standing with the Sudanese Engineers Syndicate. Disputes arising from this Purchase Order shall be resolved through arbitration in Khartoum in accordance with the Sudanese Arbitration Law of 1994.
Note: This Purchase Order constitutes a binding commitment of the Nile Industrial Development Authority to procure the specified Mechanical Engineer services in Sudan Khartoum. No modification, amendment, or cancellation of this Purchase Order shall be valid unless executed in writing and signed by both parties.
