Description of Services – Mechanical Engineer EngagementThis Purchase Order is issued by East African Industrial Solutions Ltd. for the professional services of a qualified Mechanical Engineer to be deployed at the Tanzania Dar es Salaam manufacturing facility located along the Mbezi Beach Industrial Corridor. The Mechanical Engineer shall be responsible for the design, commissioning, and performance optimization of the newly installed steam turbine power generation unit (rated capacity 12 MW) and the associated heat exchanger network. The scope of work encompasses detailed mechanical design reviews, stress analysis of pressure vessels, vibration diagnostics on rotating equipment, and the preparation of all technical documentation in compliance with the Tanzania Standards Bureau (TSB) regulations and the Tanzania Energy and Water Utilities Authority (TEWRA) operational guidelines. The Mechanical Engineer shall also coordinate with local Tanzanian subcontractors and ensure that all engineering deliverables meet the specifications outlined in the project master schedule for the Tanzania Dar es Salaam industrial expansion programme.

1. Scope & Compliance: The Mechanical Engineer shall perform all duties in strict accordance with the Tanzania Engineering Council (TEC) code of professional conduct, the Tanzania Dar es Salaam City Council building and industrial regulations, and all applicable national standards issued by the Tanzania Standards Bureau. Any deviation from the approved design basis must be submitted in writing to the Project Manager at East African Industrial Solutions Ltd. prior to implementation.
2. Payment Terms: Payment shall be made in three (3) tranches: 40% upon successful completion of the design and stress analysis deliverables (Line Item 1); 35% upon completion of vibration diagnostics, heat exchanger optimization, and commissioning support (Line Items 2, 3, and 5); and 25% upon final acceptance of all documentation and completion of the training workshop (Line Items 4 and 6). All payments shall be processed via bank transfer to the account designated by the Mechanical Engineer within fourteen (14) calendar days of invoice submission and verification.
3. Site Access & Safety: The Mechanical Engineer shall comply with all health, safety, and environmental (HSE) protocols at the Tanzania Dar es Salaam facility. A valid Tanzania occupational health certificate and site-specific induction training are prerequisites for on-site access. The Mechanical Engineer shall carry professional indemnity insurance with a minimum cover of TZS 500,000,000.
4. Intellectual Property: All designs, calculations, reports, and documentation produced under this Purchase Order shall become the exclusive property of East African Industrial Solutions Ltd. upon full payment. The Mechanical Engineer retains the right to reference the project in professional portfolios subject to prior written approval.
5. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Tanzania Dar es Salaam in accordance with the Tanzania Arbitration Act, Cap. 34. The courts of Tanzania Dar es Salaam shall have exclusive jurisdiction.
6. Cancellation: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of cancellation, the Mechanical Engineer shall be compensated for all work completed and verified up to the date of termination.
7. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the United Republic of Tanzania.
