- Produce daily, weekly, and monthly meteorological forecasts for the China Beijing metropolitan area, including temperature, precipitation, wind patterns, humidity, and air quality indices.
- Conduct seasonal climate outlooks and long-range weather trend analyses relevant to agricultural planning, urban infrastructure management, and public safety in China Beijing.
- Provide real-time meteorological advisory services during severe weather events, including but not limited to spring sandstorms, summer monsoon rainfall, and autumn typhoon-related atmospheric disturbances affecting the China Beijing region.
- Prepare quarterly technical reports on atmospheric data collected from the China Beijing observation network, including radar, satellite, and ground-station measurements.
- Collaborate with the Beijing Meteorological Research Institute's internal team to validate and calibrate forecasting models specific to the topography and urban heat island effects present in China Beijing.
- Deliver a minimum of four (4) on-site consultations per month at the institute's headquarters in China Beijing, with additional remote consultations available upon request.
- Present findings at the annual China Beijing Meteorological Symposium and contribute to at least two (2) peer-reviewed publications per year.

Payment for the services outlined in this Purchase Order shall be made in accordance with the following schedule: an initial deposit of thirty percent (30%) of the total contract value shall be remitted within fifteen (15) business days of the Meteorologist's commencement date. The remaining seventy percent (70%) shall be paid in equal monthly installments, due on the last business day of each calendar month. All payments shall be made via bank transfer to the account designated by the supplier. Late payments exceeding thirty (30) days shall incur a penalty of 0.05% per day on the outstanding balance. The Meteorologist's compensation is subject to the standard tax withholdings applicable in China Beijing under the People's Republic of China Individual Income Tax Law.
The Meteorologist's engagement under this Purchase Order shall commence on July 1, 2025, and shall continue through June 30, 2026, unless terminated earlier in accordance with the provisions set forth in Section 7. The Meteorologist is expected to be physically present in China Beijing for a minimum of three (3) working days per week, with the remaining days available for remote work as mutually agreed upon by both parties.
All deliverables produced by the Meteorologist, including forecasts, reports, and presentations, shall be submitted to the Procurement Director of the Beijing Meteorological Research Institute no later than five (5) business days following the end of the reporting period. Acceptance of deliverables shall be confirmed in writing within ten (10) business days of submission. Any deliverables not accepted within this period shall be deemed accepted unless a written objection is filed specifying the deficiencies. The Meteorologist shall revise and resubmit any rejected deliverables at no additional cost within seven (7) business days of receiving the written objection.
Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of termination for convenience, the Meteorologist shall be compensated for all services rendered up to the effective date of termination. In the event of termination for cause, including but not limited to material breach of contract, failure to meet performance standards, or violation of applicable meteorological data regulations in China Beijing, the terminating party shall provide a written statement of cause and a cure period of fifteen (15) business days before the termination becomes effective.
All meteorological data, proprietary forecasting models, and internal research materials of the Beijing Meteorological Research Institute shall remain the exclusive property of the institute. The Meteorologist shall not disclose, publish, or transfer any confidential information obtained during the course of this engagement without prior written consent. All data collected and generated in China Beijing under this Purchase Order shall be stored on servers physically located within the People's Republic of China in compliance with the Cybersecurity Law of the PRC and the Data Security Law of the PRC.
This Purchase Order shall be governed by and construed in accordance with the laws of the People's Republic of China. Any disputes arising from or in connection with this Purchase Order shall first be attempted to be resolved through good-faith negotiation between the parties. If negotiation fails, the dispute shall be submitted to the Beijing Arbitration Commission for arbitration in China Beijing in accordance with its then-current arbitration rules. The arbitral award shall be final and binding upon both parties.
This Purchase Order constitutes the entire agreement between the parties with respect to the procurement of Meteorologist services in China Beijing and supersedes all prior negotiations, representations, and agreements. No amendment or modification of this Purchase Order shall be valid unless made in writing and signed by authorized representatives of both parties. The Meteorologist shall maintain all necessary professional certifications, including but not limited to the Chinese Meteorological Society membership and any applicable professional licenses required to practice meteorology in China Beijing.
