This Purchase Order is issued by the Ethiopian Meteorological Agency to engage the services of a qualified Meteorologist for the period of twelve (12) months, commencing 1 July 2025 and concluding 30 June 2026. The Meteorologist shall be stationed at the primary weather observation and forecasting center located in Ethiopia Addis Ababa and shall perform the duties and responsibilities outlined below in accordance with the standards set by the World Meteorological Organization (WMO) and the national meteorological regulations of Ethiopia.

4.1 This Purchase Order constitutes a binding agreement between the Ethiopian Meteorological Agency and the named Meteorologist for the provision of professional meteorological services in Ethiopia Addis Ababa. Both parties agree to comply with all applicable laws of the Federal Democratic Republic of Ethiopia, including the Labour Proclamation No. 1156/2019 and the Public Procurement and Property Administration Proclamation No. 1160/2019.

4.2 The Meteorologist shall maintain a valid professional license issued by the Ethiopian Meteorological Agency and shall carry professional liability insurance with a minimum coverage of ETB 5,000,000 throughout the duration of this Purchase Order.

4.3 All meteorological data, forecasts, and reports produced under this Purchase Order shall be the property of the Ethiopian Meteorological Agency. The Meteorologist shall not disclose proprietary data to third parties without written authorization from the Agency.

4.4 The Meteorologist is required to report to the Ethiopia Addis Ababa Regional Operations Directorate no later than 07:30 EAT on all working days (Monday through Friday) and shall be available on a rotating on-call basis for emergency weather events affecting the Ethiopia Addis Ababa area.

4.5 Payment shall be made in monthly installments within thirty (30) calendar days of receipt of a valid invoice. Payment shall be processed through the Commercial Bank of Ethiopia to the account specified in Section 2 of this Purchase Order.

4.6 Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination, the Meteorologist shall complete all outstanding reports and hand over all meteorological records pertaining to Ethiopia Addis Ababa operations.

4.7 Disputes arising from this Purchase Order shall be resolved through mediation in Ethiopia Addis Ababa in accordance with the Ethiopian Civil Code. If mediation fails, the matter shall be referred to the competent federal court in Addis Ababa.

The Meteorologist shall commence duties on 1 July 2025 at the Ethiopian Meteorological Agency headquarters, Bole Sub-City, Ethiopia Addis Ababa. All equipment, access credentials, and institutional orientation shall be provided by the Agency within the first five (5) working days. The Meteorologist shall submit a detailed work plan within fourteen (14) days of commencement, outlining the forecasting schedule, data collection protocols, and reporting cadence for the Ethiopia Addis Ababa region.

Note: This Purchase Order is subject to the availability of the allocated budget under the FY 2025/2026 Ethiopian Meteorological Agency operational budget. The Meteorologist acknowledges that all services rendered under this Purchase Order are specific to the Ethiopia Addis Ababa operational zone and shall not be transferred to other regional offices without a formal amendment to this document.
