2. SCOPE OF ENGAGEMENT – METEOROLOGIST SERVICES IN INDIA MUMBAI

This Purchase Order is issued by the Mumbai Coastal Infrastructure & Development Authority (MCIDA) to engage a qualified Meteorologist for the provision of specialized atmospheric and weather-related consulting services in and around India Mumbai. The Meteorologist shall provide expert analysis, forecasting, risk assessment, and advisory support pertaining to the monsoon season, cyclone preparedness, coastal flooding, and urban heat island effects specific to the Mumbai metropolitan region. All deliverables under this Purchase Order shall be executed in compliance with the guidelines issued by the India Meteorological Department (IMD) and the Maharashtra State Disaster Management Authority (MSDMA).

4. TERMS AND CONDITIONS OF THIS PURCHASE ORDER

Acceptance: This Purchase Order shall become binding upon written acceptance by the Meteorologist (Vendor) within seven (7) calendar days of the date of issue. Failure to accept within this period shall render this Purchase Order null and void.
Place of Performance: All services, site visits, data collection, and deliverable submissions under this Purchase Order shall be performed exclusively within the geographical boundaries of India Mumbai, including the Mumbai Metropolitan Region (MMR) as defined by the Mumbai Metropolitan Region Development Authority (MMRDA).
Professional Qualification: The Meteorologist engaged under this Purchase Order must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences from a recognized Indian university and must possess valid professional registration with the India Meteorological Service (IMS). A copy of the registration certificate shall be submitted prior to commencement of work.
Payment Schedule: Payment shall be made in three installments: 30% upon acceptance of this Purchase Order, 40% upon submission of the mid-term progress report (end of August 2025), and the remaining 30% upon final acceptance of all deliverables. All payments shall be processed via NEFT/RTGS to the bank account specified by the Meteorologist.
Compliance with Indian Law: This Purchase Order is governed by and shall be construed in accordance with the laws of the Republic of India. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the competent courts in Mumbai, Maharashtra, India.
Confidentiality: The Meteorologist shall treat all data, site plans, and internal communications of MCIDA as strictly confidential. No meteorological data collected under this Purchase Order shall be disclosed to third parties without prior written consent from the Purchasing Entity.
Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to natural disasters, government orders, or events beyond reasonable control, provided that the affected party notifies the other within 48 hours of the occurrence.
Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the date of termination, subject to a final audit by MCIDA's finance department.
Intellectual Property: All reports, forecasts, climate models, and advisory documents produced under this Purchase Order shall become the exclusive property of MCIDA upon full payment. The Meteorologist retains the right to reference the engagement in professional portfolios with prior written approval.
Anti-Corruption: The Meteorologist warrants that no bribe, kickback, or improper inducement has been offered or accepted in connection with this Purchase Order. Any violation shall constitute grounds for immediate termination and legal action under the Prevention of Corruption Act, 1988 (India).
