1. SCOPE OF PROCUREMENTThis Purchase Order is issued by the Tehran Atmospheric Research & Forecasting Institute (TARFI) for the engagement of a qualified Meteorologist to provide comprehensive atmospheric monitoring, forecasting, and climate analysis services specifically tailored to the geographic and climatic conditions of Iran Tehran. The Meteorologist shall be responsible for delivering daily weather forecasts, severe weather alerts, seasonal climate outlooks, and specialized meteorological consultancy for all TARFI operational projects located within the Tehran metropolitan area and its surrounding provinces. The services under this Purchase Order are intended to support Iran Tehran's urban planning, agricultural advisory, transportation safety, and public health initiatives that depend on accurate and timely meteorological data.

- Commencement and Duration: The Meteorologist shall commence all services under this Purchase Order no later than 1 July 2025. The contract period shall extend for a full twelve (12) months, concluding on 30 June 2026, unless renewed by mutual written agreement of both parties.
- Work Location: All services shall be performed primarily at the TARFI headquarters in Iran Tehran, with additional on-site visits to meteorological observation stations located in the Alborz, Qom, and Semnan provinces as required for data collection and instrument maintenance.
- Qualification Requirements: The Meteorologist engaged under this Purchase Order must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences from an accredited Iranian or internationally recognized university, possess at least eight (8) years of professional experience in operational meteorology, and demonstrate proven expertise in forecasting for the semi-arid and mountainous climate zones characteristic of Iran Tehran.
- Payment Terms: Payment shall be made in quarterly installments within thirty (30) calendar days of the Buyer's receipt of a valid invoice. The first installment of 25% shall be due upon successful commencement of services. All payments shall be processed in Iranian Rials (IRR) via bank transfer to the Supplier's designated account in Iran Tehran.
- Performance Standards: The Meteorologist shall maintain a forecast accuracy rate of no less than 92% for daily temperature and precipitation predictions for Iran Tehran. Monthly performance reports shall be submitted to the Procurement Director by the fifth business day of each subsequent month.
- Confidentiality: All meteorological data, proprietary forecasting models, and internal TARFI operational information accessed during the execution of this Purchase Order shall be treated as strictly confidential. The Meteorologist shall not disclose, publish, or share such information with any third party without prior written consent from TARFI management.
- Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of material breach by the Meteorologist, including but not limited to repeated failure to meet performance standards or unauthorized disclosure of confidential data, TARFI reserves the right to terminate this Purchase Order immediately upon written notice.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the civil and commercial laws of the Islamic Republic of Iran. Any disputes arising from this Purchase Order shall be resolved through arbitration in Iran Tehran in accordance with the rules of the Iranian Arbitration Institute.
- Force Majeure: Neither party shall be held liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government sanctions, or public health emergencies affecting operations in Iran Tehran.
