This Purchase Order is issued to formally engage a qualified Meteorologist to provide comprehensive atmospheric monitoring, forecasting, and climate analysis services for the Kazakhstan Almaty metropolitan area and surrounding regions. The Meteorologist shall be responsible for the daily collection, interpretation, and dissemination of meteorological data, including but not limited to temperature readings, barometric pressure, humidity levels, wind velocity and direction, precipitation forecasts, and severe weather alerts. The Meteorologist must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences and possess no fewer than five (5) years of professional experience in operational forecasting within the Central Asian climatic zone.
The scope of work under this Purchase Order encompasses the Meteorologist's participation in the Almaty Regional Weather Monitoring Program, the preparation of weekly climate bulletins for agricultural stakeholders in the Kazakhstan Almaty oblast, and the provision of real-time advisory services during periods of extreme weather events such as dust storms, heavy snowfall, and unseasonal temperature fluctuations characteristic of the Kazakhstan Almaty continental climate.

4.1 This Purchase Order constitutes a binding agreement between the Buyer and the Supplier for the provision of Meteorologist services as described herein. All services shall be rendered in and around the Kazakhstan Almaty area unless otherwise specified in a written amendment to this Purchase Order.
4.2 The Meteorologist engaged under this Purchase Order shall comply with all applicable regulations of the Republic of Kazakhstan, including the Law on Meteorological Activities and the standards set forth by the Kazakhstan Hydrometeorological Service. The Meteorologist must maintain professional certification and complete a minimum of forty (40) hours of continuing education annually.
4.3 Payment shall be made in ten (10) business days following the receipt of a valid invoice from the Supplier. Payment shall be processed in Tenge (KZT) via bank transfer to the account designated by the Supplier. Late payments shall incur a penalty of 0.1% per calendar day as stipulated under Kazakhstan commercial law.
4.4 The Supplier guarantees that the Meteorologist assigned to this Purchase Order shall not be simultaneously contracted to provide competing meteorological services to any other entity within the Kazakhstan Almaty jurisdiction during the term of this engagement.
4.5 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Buyer shall compensate the Supplier for all services rendered up to the date of termination, as documented in the Meteorologist's service logs.
4.6 All meteorological data, forecasts, and reports produced by the Meteorologist under this Purchase Order shall be the intellectual property of the Buyer. The Supplier shall not reproduce, distribute, or publish such materials without prior written consent from the Kazakhstan Almaty Regional Meteorological Service.
4.7 Disputes arising from this Purchase Order shall be resolved through arbitration in Kazakhstan Almaty in accordance with the rules of the Arbitration Center of the Astana International Financial Centre, with proceedings conducted in the Kazakh or Russian language.
5. DELIVERY AND SERVICE SCHEDULEThe Meteorologist shall commence services on 1 July 2025 and shall continue on a continuous basis through 30 June 2026, unless this Purchase Order is renewed, amended, or terminated in accordance with the terms stated above. Daily forecasts for the Kazakhstan Almaty area shall be issued no later than 05:00 local time (UTC+5). Weekly climate bulletins shall be delivered every Friday by 12:00 local time. Emergency severe weather alerts shall be communicated to the Kazakhstan Almaty emergency management office within fifteen (15) minutes of the Meteorologist's assessment.
