1. Description of Services – Meteorologist Engagement

This Purchase Order is issued by the Yangon Regional Meteorological & Hydrological Services to formally engage the services of a qualified Meteorologist for the provision of specialized atmospheric analysis, weather forecasting, and climate advisory services within the Myanmar Yangon metropolitan area and surrounding regions. The Meteorologist shall be responsible for delivering comprehensive meteorological assessments, seasonal monsoon predictions, and real-time weather alerts to support agricultural planning, disaster preparedness, and public safety initiatives across Yangon and the broader Myanmar Yangon economic zone.

3. Payment Terms

Payment for the services rendered under this Purchase Order shall be made in Myanmar Kyat (MMK) via bank transfer to the Meteorologist's designated account at the Myanmar Economic Bank, Yangon Branch. Invoices shall be submitted monthly within ten (10) business days of the end of each service period. Payment shall be processed within thirty (30) days of receipt of a valid invoice. A 10% retention shall be held until final acceptance of the annual climate trend report. All payments are subject to applicable Myanmar tax regulations and withholding tax as prescribed by the Inland Revenue Department of the Union of Myanmar.

4. Terms and Conditions
  1. The Meteorologist shall maintain valid professional certification issued by the Department of Meteorology and Hydrology, Ministry of Transport and Communications, Republic of the Union of Myanmar, throughout the duration of this Purchase Order.
  2. All meteorological data, forecasts, and reports produced under this engagement shall be the intellectual property of the Yangon Regional Meteorological & Hydrological Services and may not be reproduced or distributed without written consent.
  3. The Meteorologist shall comply with all applicable laws and regulations of the Republic of the Union of Myanmar, including data protection provisions and environmental reporting standards specific to the Myanmar Yangon region.
  4. Any modification to the scope of work, timeline, or deliverables outlined in this Purchase Order must be documented in a written amendment signed by both parties before implementation.
  5. The Meteorologist shall provide a minimum of forty-eight (48) hours' written notice for any absence or inability to perform scheduled field observations in Myanmar Yangon.
  6. In the event of a natural disaster or emergency weather event affecting Myanmar Yangon, the Meteorologist shall be obligated to provide immediate advisory support regardless of the standard reporting schedule.
  7. This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Union of Myanmar. Any disputes shall be resolved through arbitration in Yangon, Myanmar.
  8. The contract term for this Purchase Order is twelve (12) months from the date of commencement, with an option for one (1) twelve-month renewal subject to mutual agreement and satisfactory performance review.
5. Commencement and Delivery Location

Services shall commence on 1 July 2025. All primary deliverables, reports, and on-site observations shall be conducted within the administrative boundaries of Yangon Region, Myanmar Yangon, with specific focus on the Kyauktada, Insein, Hlaing, Dagon, and Hmawbi townships. The Meteorologist shall report to the Yangon Regional Meteorological & Hydrological Services office at 255 Strand Road, Kyauktada Township, Yangon, Myanmar, on the first working day of each month for coordination meetings.

6. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of Meteorologist services in Myanmar Yangon. This document constitutes a binding procurement agreement effective upon the last signature.
