Buyer (Procuring Entity): Qatar Meteorological & Seismological Authority (QM&SA), located at the Ministry of Municipality and Environment Complex, Al Sadd District, Doha, Qatar. The Buyer is the governmental body responsible for meteorological forecasting, climate monitoring, and atmospheric research within the State of Qatar.
Supplier (Service Provider): Dr. Khalid Al-Mansoori, Senior Meteorologist, independent professional consultant, registered under Qatar Professional Services License No. QPS-2024-11873, residing at Villa 42, Al Rayyan, Doha, Qatar. The Meteorologist shall deliver all professional services as outlined in this Purchase Order in accordance with the standards established by the World Meteorological Organization (WMO) and the regulatory framework of Qatar Doha.
This Purchase Order authorizes the procurement of specialized Meteorologist services to be performed within the jurisdiction of Qatar Doha and its surrounding governorates. The Meteorologist engaged under this Purchase Order shall provide the following professional deliverables:
- Seasonal Weather Forecasting: Preparation and delivery of comprehensive seasonal meteorological forecasts for the Qatar Doha region, covering the summer monsoon period (June through September 2025), including temperature projections, humidity indices, wind pattern analyses, and precipitation probability assessments.
- Severe Weather Advisory: Real-time monitoring and issuance of severe weather alerts for Qatar Doha, including sandstorm warnings, extreme heat advisories, and flash flood risk assessments. The Meteorologist shall maintain a 24/7 on-call availability during the peak summer season.
- Climate Data Analysis: Compilation and analysis of historical and current meteorological data collected from the QM&SA observation stations in Doha, Al Khor, Al Wakrah, and Al Zubarah. The Meteorologist shall produce a quarterly climate report for the Qatar Doha metropolitan area.
- Consultation & Advisory: Provision of expert meteorological consultation to the QM&SA executive board, municipal planning departments, and critical infrastructure operators in Qatar Doha regarding weather-related operational planning, construction scheduling, and public safety protocols.
- Training & Capacity Building: Delivery of two (2) professional development workshops for junior meteorological staff at the QM&SA headquarters in Doha, covering advanced numerical weather prediction models and satellite imagery interpretation techniques.

All amounts stated in this Purchase Order are denominated in Qatari Riyals (QAR). Payment shall be processed via bank transfer to the Meteorologist's registered account in Qatar Doha within thirty (30) calendar days of receipt of a valid tax invoice.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Qatar, including the Qatar Civil Code and the Qatar Public Procurement Law. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Doha, Qatar.
- Performance Period: The Meteorologist shall commence services on 1 July 2025 and complete all deliverables no later than 30 September 2025, unless otherwise extended by written amendment to this Purchase Order.
- Quality Standards: All meteorological analyses, forecasts, and reports produced by the Meteorologist under this Purchase Order must comply with WMO technical guidelines and the internal quality assurance protocols of the QM&SA in Qatar Doha.
- Confidentiality: The Meteorologist shall treat all data, observations, and internal communications of the QM&SA as strictly confidential. No meteorological data pertaining to Qatar Doha shall be disclosed to third parties without prior written authorization from the Buyer.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the termination date, as documented in this Purchase Order.
- Insurance & Liability: The Meteorologist shall maintain professional indemnity insurance with a minimum coverage of QAR 500,000, valid throughout the performance period in Qatar Doha.
- Compliance: The Meteorologist warrants that all services rendered under this Purchase Order comply with the Qatar Labour Law, the Qatar Data Protection regulations, and all applicable environmental and occupational safety standards in Qatar Doha.
This Purchase Order is issued under the authority of the Director General of the Qatar Meteorological & Seismological Authority and has been reviewed and approved by the Office of Procurement & Contracts, Doha, Qatar. The Meteorologist acknowledges receipt of this Purchase Order and agrees to perform all services as specified herein.
