This Purchase Order is issued by the State Meteorological Research Institute of Central Russia for the procurement of specialized meteorological consulting and forecasting services. The primary subject of this Purchase Order is the engagement of a certified Meteorologist to provide comprehensive atmospheric analysis, climate modeling, and weather forecasting support for the Russia Moscow metropolitan region and surrounding territories. Total Purchase Order Value: 4,396,000 RUB (Four Million Three Hundred Ninety-Six Thousand Russian Rubles)
This amount includes all professional fees, equipment costs, travel within the Russia Moscow administrative boundary, and applicable value-added tax (VAT) at the current rate of 20%. No additional charges shall be incurred without prior written amendment to this Purchase Order.
5.1 Qualification Requirements: The Meteorologist assigned to fulfill the obligations under this Purchase Order must hold a minimum of a Master's degree in Atmospheric Sciences or Meteorology from an accredited Russian or internationally recognized university. The Meteorologist must possess a valid professional certification issued by the Russian Hydrometeorological Service (Roshydromet) and a minimum of five (5) years of documented experience in operational meteorology within the Russia Moscow region.
5.2 Performance Standards: All forecasts and analyses delivered by the Meteorologist shall adhere to the World Meteorological Organization (WMO) standards and the specific operational guidelines established by the State Meteorological Research Institute. Accuracy benchmarks for 24-hour temperature forecasts shall not fall below 92% within the Russia Moscow monitoring zone.
5.3 Data Ownership: All meteorological data, models, reports, and analytical outputs generated by the Meteorologist in the course of fulfilling this Purchase Order shall be the exclusive property of the Buyer. The Meteorologist shall not disseminate, publish, or transfer any proprietary data to third parties without written authorization from the Buyer's legal department.
5.4 Confidentiality: The Meteorologist and all personnel of the Seller shall maintain strict confidentiality regarding all data, methodologies, and operational details encountered during the execution of this Purchase Order. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
5.5 Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Meteorologist shall complete all in-progress deliverables and submit a final transition report to the Buyer within fourteen (14) days of the termination effective date.
Payment for services rendered under this Purchase Order shall be made in Russian Rubles (RUB) via bank transfer to the Seller's designated account. The payment schedule is as follows:
- Advance Payment (30%): 1,318,800 RUB, due within ten (10) business days of the execution of this Purchase Order.
- Progress Payment (40%): 1,758,400 RUB, due upon completion of the 45th day of service delivery.
- Final Payment (30%): 1,318,800 RUB, due within fifteen (15) business days of the final acceptance of all deliverables by the Buyer's technical committee.
All payments shall be processed through the banking system of Russia Moscow. Late payments shall incur a penalty of 0.1% per calendar day of delay, in accordance with the Civil Code of the Russian Federation.
All services under this Purchase Order shall be performed at the primary research facility located at 12, Leningradsky Prospekt, Moscow, 125047, Russia Moscow, unless otherwise specified in a written addendum. The Meteorologist shall be present at the designated facility in Russia Moscow no fewer than five (5) days per week during the contract period. Remote work arrangements may be considered for data analysis tasks, provided that all real-time monitoring and emergency response duties are fulfilled on-site in Russia Moscow.
This Purchase Order shall be governed by and construed in accordance with the laws of the Russian Federation. Any disputes arising from or in connection with this Purchase Order shall first be subject to good-faith negotiation between the parties. Should negotiation fail to resolve the dispute within thirty (30) days, the matter shall be submitted to the Arbitration Court of the City of Moscow, Russia Moscow, for final and binding resolution.
This Purchase Order is executed in two (2) original copies, one for each party, both having equal legal force. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Meteorologist in Russia Moscow.
