This Purchase Order is issued by the Colombo Metropolitan Development Authority to procure the professional services of a qualified Meteorologist for the period of twelve (12) months, commencing 1 July 2025 and concluding 30 June 2026. The Meteorologist engaged under this Purchase Order shall provide comprehensive meteorological advisory, forecasting, and climate risk assessment services specifically tailored to the Sri Lanka Colombo metropolitan region and its surrounding coastal and urban zones.
The Meteorologist shall be responsible for the following deliverables under this Purchase Order:

The Meteorologist engaged under this Purchase Order must hold a minimum of a Master's degree in Meteorology, Atmospheric Sciences, or a closely related discipline from a recognized university. The Meteorologist shall possess a minimum of eight (8) years of professional experience in operational meteorology, with at least three (3) years of experience specifically covering the tropical and monsoon climate systems relevant to Sri Lanka Colombo. The Meteorologist must be a registered member of the Sri Lanka Meteorological Society and hold a valid professional license issued by the relevant regulatory authority in Sri Lanka.
The Meteorologist shall demonstrate proven expertise in numerical weather prediction models, satellite imagery interpretation, radar meteorology, and climate variability analysis. Familiarity with the specific microclimatic conditions of Sri Lanka Colombo, including the influence of the Indian Ocean, the Western Ghats orographic effects, and urban heat island phenomena, is a mandatory requirement under this Purchase Order.
4.1 This Purchase Order is governed by the laws of the Democratic Socialist Republic of Sri Lanka and shall be interpreted in accordance with the Sri Lankan Public Procurement Act and applicable municipal by-laws of Colombo.
4.2 The Meteorologist shall render all services from the designated office premises located in Sri Lanka Colombo, Colombo 07, unless otherwise authorized in writing by the Purchasing Entity.
4.3 All meteorological data, forecasts, reports, and analyses produced under this Purchase Order shall be the exclusive property of the Colombo Metropolitan Development Authority. The Meteorologist shall not disclose, publish, or distribute any proprietary data to third parties without prior written consent.
4.4 The Meteorologist shall maintain full professional liability insurance with a minimum coverage of LKR 10,000,000 for the duration of this Purchase Order.
4.5 Failure by the Meteorologist to deliver any scheduled forecast or advisory within the stipulated timeframe shall result in a penalty of 2% of the daily service rate per hour of delay, as specified in this Purchase Order.
4.6 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the date of termination.
Payment under this Purchase Order shall be made on a monthly basis within thirty (30) days of receipt of the Meteorologist's invoice and verified service delivery report. Payments shall be made via bank transfer to the account designated by the Meteorologist. The Purchasing Entity reserves the right to withhold payment for any month in which the Meteorologist has failed to meet the performance benchmarks outlined in this Purchase Order. All amounts are stated in Sri Lankan Rupees (LKR) and are subject to applicable Goods and Services Tax (GST) at the prevailing rate in Sri Lanka Colombo.
All meteorological bulletins, forecasts, and advisory reports shall be delivered electronically to the designated email addresses of the Colombo Metropolitan Development Authority no later than 05:00 LST (Sri Lanka Standard Time) each morning. The Meteorologist shall submit a comprehensive monthly performance report by the 5th of each month, summarizing all services rendered, data collected, and any anomalies encountered during the reporting period in Sri Lanka Colombo. Quarterly review meetings shall be conducted at the Colombo 03 headquarters to assess the Meteorologist's performance against the objectives set forth in this Purchase Order.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order. This Purchase Order constitutes a binding agreement between the parties for the procurement of Meteorologist services in Sri Lanka Colombo for the period specified herein.

This Purchase Order (PO No: SL-CMB-MET-2025-0047) is valid for a period of twelve (12) months from the date of issue. All communications regarding this Purchase Order shall be directed to the Procurement Division, Colombo Metropolitan Development Authority, Sri Lanka Colombo. This document is issued in duplicate, with one copy retained by each party. The Meteorologist's services under this Purchase Order are subject to annual performance review and renewal at the discretion of the Purchasing Entity.
