1. Description of Services – Meteorologist EngagementThis Purchase Order is issued by the Nile Valley Agricultural & Environmental Research Institute to formally engage the services of a qualified Meteorologist for the period of twelve (12) months, commencing 01 August 2025 and concluding 31 July 2026. The Meteorologist shall be based at the Institute's primary research facility located in Sudan Khartoum and shall provide comprehensive meteorological analysis, forecasting, and climate advisory services directly supporting the Institute's agricultural research programmes across the Khartoum State region.
The Meteorologist engaged under this Purchase Order shall be responsible for the following scope of work:
- Production of daily, weekly, and seasonal weather forecasts tailored to the agricultural needs of farming communities in and around Sudan Khartoum.
- Monitoring and analysis of atmospheric conditions, including temperature, humidity, wind patterns, precipitation, and pressure systems affecting the Nile Valley corridor.
- Issuance of early warning bulletins for extreme weather events such as flash flooding, dust storms, and unseasonal rainfall that may impact crop yields in the Sudan Khartoum agricultural zone.
- Conduct of monthly climate outlook briefings for the Institute's research teams, government stakeholders, and partner organisations operating within Sudan Khartoum.
- Maintenance and calibration of on-site meteorological instrumentation, including barometers, anemometers, rain gauges, and automated weather station (AWS) units deployed across the research stations.
- Preparation of an annual Meteorological Report summarising climate trends, anomalies, and projections for the Sudan Khartoum region, to be submitted to the Institute's Board of Directors by 30 September of each year.
- Collaboration with the Sudan Meteorological Authority (SMA) in Khartoum to ensure data consistency and compliance with national meteorological standards.

All amounts are stated in Sudanese Pound (SDG). No additional taxes or levies apply as the Institute is a registered government entity in Sudan Khartoum. The Meteorologist shall submit itemised invoices monthly in accordance with the payment schedule outlined in Section 4.
3. Terms and Conditions- This Purchase Order constitutes a binding agreement between the Nile Valley Agricultural & Environmental Research Institute and the named Meteorologist upon signature by both parties. All terms herein shall be governed by the laws of the Republic of the Sudan.
- The Meteorologist shall devote a minimum of forty (40) working hours per week to the duties specified in this Purchase Order and shall maintain a regular presence at the Institute's office in Sudan Khartoum, Monday through Friday, 08:00 to 16:30.
- The Meteorologist shall maintain professional liability insurance with a minimum coverage of SDG 5,000,000 for the duration of the contract. Proof of insurance shall be submitted prior to the commencement date.
- All data, reports, forecasts, and analytical outputs produced by the Meteorologist under this Purchase Order shall be the exclusive intellectual property of the Institute. The Meteorologist shall not reproduce, distribute, or publish such materials without prior written consent.
- The Institute reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, sustained underperformance, or force majeure conditions affecting operations in Sudan Khartoum.
- Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be referred to the competent courts of Sudan Khartoum for adjudication.
- The Meteorologist shall comply with all health, safety, and environmental regulations applicable to fieldwork in Sudan Khartoum, including but not limited to the Sudanese Occupational Safety and Health Act.
Payment for services rendered under this Purchase Order shall be made on a monthly basis. The Meteorologist shall submit a detailed invoice by the 5th of each month for the preceding month's services. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice via bank transfer to the account designated by the Meteorologist. The final payment, inclusive of any outstanding fieldwork allowances, shall be settled within forty-five (45) days of the contract's conclusion on 31 July 2026.
5. Performance Location and ReportingAll services under this Purchase Order shall be performed primarily at the Institute's headquarters in Sudan Khartoum, with supplementary fieldwork at designated research stations in Omdurman, Bahri, and the rural periphery of Khartoum State. The Meteorologist shall submit a written progress report to the Institute's Director of Research by the last working day of each month, detailing forecasts issued, instruments maintained, briefings delivered, and any anomalies observed in the Sudan Khartoum meteorological record.
