This Purchase Order is issued by the Karachi Maternal & Child Health Services Authority to engage a qualified Midwife for the provision of comprehensive maternal and neonatal care services within the jurisdiction of Pakistan Karachi. The Midwife shall be responsible for the following duties and responsibilities as outlined below:
- Conducting antenatal care (ANC) visits for pregnant women registered at KMCHSA-affiliated primary health centres across Karachi, including but not limited to the areas of Korangi, Malir, Gadap, and North Nazimabad.
- Providing skilled birth attendance and emergency obstetric care at designated community health posts and mobile maternal care units operating within Pakistan Karachi.
- Performing postnatal care assessments for mothers and newborns within the first forty-two (42) days following delivery, in accordance with the Sindh Maternal Health Policy 2024.
- Administering immunizations, growth monitoring, and nutritional counselling to mothers and infants as per the Expanded Programme on Immunization (EPI) guidelines issued by the Sindh Provincial Health Department.
- Conducting community health education sessions on family planning, safe delivery practices, and newborn care in Urdu and Sindhi languages for residents of underserved areas in Pakistan Karachi.
- Maintaining accurate patient records, referral documentation, and monthly service reports to be submitted to the KMCHSA Procurement and Quality Assurance Division.
- Collaborating with general practitioners, paediatricians, and community health workers assigned to the same service area to ensure continuity of maternal and child health services.
The total contractual value of this Purchase Order for the engagement of the Midwife for a period of twelve (12) months is as follows:

Payment shall be made on a monthly basis within fifteen (15) working days of receipt of the Midwife's duly signed service report and invoice. All payments shall be processed via bank transfer to the account designated by the Midwife. The Midwife shall provide a valid National Tax Number (NTN) and Sales Tax Number (STN) for tax compliance under the Federal Board of Revenue, Pakistan.
- This Purchase Order is governed by the laws of the Islamic Republic of Pakistan and the Sindh Provincial Public Procurement Regulations 2023. Any disputes arising from this engagement shall be resolved through the Sindh Ombudsman for Public Procurement, Karachi.
- The Midwife shall maintain a valid professional registration with the Pakistan Medical & Dental Council (PMDC) and the Sindh Nursing and Midwifery Council throughout the duration of this contract. Failure to maintain valid registration shall constitute grounds for immediate termination of this Purchase Order.
- The Midwife shall adhere to all clinical protocols, infection control standards, and ethical guidelines issued by the Sindh Provincial Health Department and the Karachi Municipal Corporation Health Division.
- The Midwife shall carry a minimum of PKR 5,000,000 in professional indemnity insurance coverage for the entire contract period, with the KMCHSA named as an additional insured party.
- Confidentiality of all patient records and personal health information shall be maintained in strict accordance with the Sindh Health Records and Patient Privacy Act 2022. Unauthorized disclosure shall result in legal action under applicable Pakistani law.
- The Midwife shall be available for a minimum of one hundred and eighty (180) working hours per month, including on-call availability for emergency obstetric referrals within the Pakistan Karachi service area.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for cause, the Midwife shall be compensated only for services rendered up to the date of termination.
- All service reports, patient logs, and financial records generated under this Purchase Order shall be submitted to the KMCHSA office in Karachi in both digital and hard-copy formats by the fifth (5th) working day of the following month.
- The Midwife shall comply with all applicable labour laws of Pakistan, including the Sindh Minimum Wages Ordinance, and shall not engage in any sub-contracting of services without prior written approval from the KMCHSA Director General.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Midwife in the provision of maternal and child health services within Pakistan Karachi.
