2. Purpose and Scope of This Purchase Order
This Purchase Order is issued by the Defence Procurement Division – Southern Command, Australia Melbourne, to authorise the procurement of specialised training equipment, ceremonial uniforms, and instructional services required for the upcoming Military Officer commissioning cohort. The Military Officer programme, conducted at the Southern Command Training Facility in Australia Melbourne, will induct forty-two (42) newly commissioned officers into active service roles across the Australian Defence Force. 4. Delivery and Acceptance
All physical goods specified in this Purchase Order shall be delivered to the Southern Command Training Facility, 120 St Kilda Road, Australia Melbourne, no later than 1 August 2025. The Military Officer instructional services (Item 04) shall commence on 4 August 2025 and conclude on 18 October 2025. The Buyer reserves the right to inspect and reject any item that does not meet the specifications outlined in this Purchase Order or that fails to comply with Australian Defence Standards. Acceptance of goods shall be confirmed in writing by the designated Procurement Officer within fourteen (14) business days of delivery.
5. Payment Terms
Payment for this Purchase Order shall be made in accordance with the following schedule: (a) A deposit of thirty percent (30%) of the total Purchase Order value, amounting to AUD $168,573.00, shall be remitted within ten (10) business days of the Supplier's written acknowledgment of this Purchase Order. (b) The remaining seventy percent (70%), amounting to AUD $393,337.00, shall be paid within thirty (30) days following final acceptance of all goods and completion of the Military Officer instructional programme. All payments shall be made via electronic funds transfer (EFT) to the Supplier's nominated bank account in Australia Melbourne. Late payments shall attract interest at the rate prescribed under the Australian Consumer Law.
6. Terms and Conditions
6.1 This Purchase Order is governed by the laws of the Commonwealth of Australia and the State of Victoria, Australia Melbourne.
6.2 The Supplier warrants that all goods and services provided under this Purchase Order are fit for the purpose of Military Officer training and commissioning and are free from defects in materials and workmanship.
6.3 The Supplier shall maintain full insurance coverage for all goods in transit to the Australia Melbourne facility and shall be liable for any loss or damage occurring prior to formal acceptance.
6.4 Any modifications, amendments, or variations to this Purchase Order must be agreed upon in writing by both parties and signed by an authorised representative of the Defence Procurement Division, Australia Melbourne.
6.5 The Supplier shall comply with all applicable Australian privacy legislation, including the Privacy Act 1988 (Cth), in handling any personal data of the Military Officer candidates.
6.6 This Purchase Order does not constitute a guarantee of employment or commission. All Military Officer candidates remain subject to the standard Australian Defence Force selection, medical, and security clearance processes.
6.7 Disputes arising from this Purchase Order shall be resolved through mediation in Australia Melbourne before any referral to the Federal Court of Australia.
