This Purchase Order is issued by the West African Marine Research Institute (WAMRI) to formally procure the professional services of a qualified Oceanographer for the execution of a comprehensive marine research and coastal survey programme in and around Ghana Accra. The Oceanographer shall be responsible for conducting hydrographic surveys, water quality assessments, bathymetric mapping, and ecological impact evaluations along the coastal waters of the Greater Accra Region. The scope of work encompasses the deployment of oceanographic instruments, collection and analysis of marine data, preparation of technical reports, and advisory consultations with the Ghanaian Ministry of Fisheries and Aquaculture. All fieldwork and laboratory analysis associated with this Purchase Order shall be conducted within the jurisdiction of Ghana Accra and its immediate coastal environs, including the waters off Teshie, Labadi, and the Volta Estuary.

- Commencement and Duration: The Oceanographer shall commence all fieldwork activities in Ghana Accra no later than 01 July 2025. The total duration of this Purchase Order engagement shall be six (6) months, concluding on 31 December 2025, unless extended by mutual written agreement of both parties.
- Payment Terms: Payment shall be made in three (3) equal instalments of GHS 181,766.67 each. The first instalment shall be due within fourteen (14) calendar days of the signed commencement of this Purchase Order. The second instalment shall be due upon completion of the hydrographic survey and water quality sampling phases. The final instalment shall be due upon acceptance of the final Oceanographer technical report by WAMRI management in Ghana Accra.
- Qualifications: The Oceanographer engaged under this Purchase Order must hold a minimum of a Master's degree in Oceanography, Marine Science, or a closely related discipline, and possess no fewer than eight (8) years of documented professional experience in coastal and marine survey operations. The Oceanographer must be registered with the Ghana Engineering and Architectural Practice Council (GEAPC) or an equivalent professional body operating in Ghana Accra.
- Compliance with Local Regulations: All activities conducted under this Purchase Order in Ghana Accra shall comply with the laws of the Republic of Ghana, including but not limited to the Environmental Protection Agency (EPA) regulations, the Ghana Ports and Harbours Authority (GPHA) maritime codes, and the National Fisheries Authority guidelines. The Oceanographer is responsible for obtaining all necessary permits and clearances prior to commencing fieldwork.
- Intellectual Property: All data, reports, maps, and findings generated by the Oceanographer in the course of this Purchase Order shall become the exclusive property of WAMRI. The Oceanographer shall not publish, distribute, or disclose any proprietary information without prior written consent from the Buyer.
- Insurance and Liability: The Oceanographer shall maintain comprehensive professional indemnity insurance and marine operations liability insurance with a minimum coverage of GHS 2,000,000 for the entire duration of this Purchase Order. All insurance policies shall name WAMRI as an additional insured party.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Oceanographer shall be compensated for all services rendered up to the date of termination, and all data collected to that point shall be delivered to WAMRI in Ghana Accra.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Ghana Accra. If mediation fails, the matter shall be referred to arbitration under the rules of the Ghana Arbitration Centre, with the seat of arbitration in Ghana Accra.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Ghana. All legal proceedings shall take place in the courts of Ghana Accra.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Oceanographer in Ghana Accra. This document constitutes a binding agreement upon execution by both authorized representatives.
