3. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Nigerian Oceanographic Research Institute (NORI) Abuja Operations Division to procure specialized oceanographic instrumentation, field equipment, and analytical laboratory supplies required for the deployment and operational support of a senior Oceanographer assigned to the Lake Kainji and Niger River Basin hydrographic survey programme. The Oceanographer will be conducting comprehensive water quality assessments, bathymetric mapping, and marine biodiversity surveys in the freshwater and estuarine ecosystems surrounding the Nigeria Abuja metropolitan region and its surrounding water bodies. All equipment specified in this Purchase Order must meet international ISO 17025 calibration standards and be fully operational upon delivery to the designated site in Nigeria Abuja.

5. Delivery and Installation Requirements

All items listed in this Purchase Order shall be delivered, installed, and commissioned at the NORI Abuja Operations Division facility located at Plot 12, Admiralty Way, Garki, Nigeria Abuja, Federal Capital Territory. The supplier shall ensure that all oceanographic instruments are calibrated, tested, and accompanied by valid calibration certificates prior to handover. The designated Oceanographer (Dr. Chinedu Nwankwo, Senior Research Fellow) shall be present during the installation and commissioning process to verify operational readiness. Delivery is required no later than 30 July 2025. The supplier is responsible for all logistics, customs clearance (where applicable for imported components), and secure transportation to the Nigeria Abuja site.

6. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Buyer and the Seller upon signature by both authorized representatives.
  2. Payment shall be made via bank transfer to the Seller's designated account within forty-five (45) days of receipt of a valid tax invoice and confirmed delivery of all items in Nigeria Abuja.
  3. The Seller warrants that all oceanographic equipment supplied is new, unused, and free from defects for a period of twenty-four (24) months from the date of delivery.
  4. Any deviation from the specifications stated in this Purchase Order must be approved in writing by the Buyer's Procurement Officer prior to shipment.
  5. The Seller shall provide a comprehensive training session (minimum 5 working days) for the assigned Oceanographer and two (2) junior research assistants on the operation, maintenance, and data management of all supplied instruments.
  6. Penalty for late delivery: 1.5% of the total Purchase Order value per week of delay, capped at 10% of the total value.
  7. All disputes arising from this Purchase Order shall be resolved under the laws of the Federal Republic of Nigeria, with jurisdiction vested in the Federal High Court, Abuja.
  8. The Seller shall comply with all environmental and occupational health and safety regulations applicable in Nigeria Abuja during the delivery and installation phase.
  9. This Purchase Order may be amended only by mutual written agreement signed by both parties.
  10. Intellectual property and data generated by the Oceanographer using the supplied equipment shall remain the exclusive property of NORI.
