This Purchase Order is issued by the Atlantic Marine Sciences Institute to formally engage a qualified Oceanographer for a twelve-month research and monitoring contract based in South Africa Cape Town. The Oceanographer shall be responsible for the following deliverables and activities:

  • Conduct comprehensive bathymetric surveys and water-column profiling along the Atlantic coastline of Cape Town, from Muizenberg to Cape Point, in accordance with South African National Oceanographic Data Centre (NODC) standards.
  • Monitor and document marine biodiversity indicators, including kelp forest health, seabed sediment composition, and plankton population dynamics in the waters surrounding the Cape Town metropolitan area.
  • Design and execute a quarterly oceanographic sampling programme, collecting water samples at depths of 10 m, 50 m, 100 m, and 200 m for chemical, biological, and physical analysis.
  • Produce monthly progress reports and a final comprehensive Oceanographer's technical report detailing findings, recommendations, and risk assessments for coastal infrastructure planning in South Africa Cape Town.
  • Collaborate with the Western Cape Department of Environmental Affairs and the South African Maritime Authority to ensure all data collection activities comply with the National Environmental Management: Integrated Coastal Management Act (NEM:ICMA).
  • Supervise a team of four (4) junior marine technicians and two (2) graduate research assistants stationed at the V&A Waterfront research facility.
  • Present findings at a minimum of two (2) public stakeholder briefings per quarter, held at the Cape Town Convention Centre, to inform local government and community decision-makers.

  1. This Purchase Order constitutes a binding agreement between the Atlantic Marine Sciences Institute and the named Oceanographer upon signature by both parties. All work shall be performed in and around South Africa Cape Town unless otherwise authorised in writing.
  2. The Oceanographer warrants that all data collected and reports produced shall be original, accurate, and free from intellectual property infringement. All deliverables shall become the property of the Institute upon full payment.
  3. Payment shall be made via electronic funds transfer (EFT) to the vendor's designated bank account within thirty (30) calendar days of receipt of a valid tax invoice. Late payments shall accrue interest at the rate prescribed by the Late Payment of Debts Act, 112 of 1998 (South Africa).
  4. The Oceanographer shall maintain professional indemnity insurance of no less than ZAR 5,000,000 and public liability insurance of no less than ZAR 10,000,000 for the duration of this contract, with certificates provided prior to commencement.
  5. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Oceanographer shall be compensated for all work completed and documented up to the termination date.
  6. All activities shall comply with the Marine and Coastal Areas Act 27 of 1999, the National Environmental Management Act 107 of 1998, and all applicable regulations of the South African Maritime Authority as they pertain to oceanographic research in the waters of South Africa Cape Town.
  7. Disputes arising from this Purchase Order shall be resolved through mediation in Cape Town, South Africa, in accordance with the rules of the Arbitration Foundation of Southern Africa (AFSA).

By signing below, both parties acknowledge and accept the terms, conditions, scope of work, and financial obligations set forth in this Purchase Order for the engagement of the Oceanographer in South Africa Cape Town.
