All items listed in this Purchase Order shall be delivered, fully insured, and installed at the University of the Witwatersrand Marine Science Laboratory, South Africa Johannesburg, by no later than 08 July 2025. The supplier shall arrange all freight, customs clearance (where applicable for imported components), and last-mile delivery within the South Africa Johannesburg metropolitan area. The Oceanographer, Dr. Thandiwe Mokoena, or her designated laboratory technician shall be present at the time of delivery to inspect and sign the delivery receipt. Any damage or discrepancy noted at delivery must be reported in writing within 48 hours of receipt.
All oceanographic instruments supplied under this Purchase Order must comply with the International Organization for Standardization (ISO) 17025 calibration standards and the South African National Standards (SANS) requirements for marine measurement equipment. The Oceanographer's research programme, funded by the National Research Foundation (NRF) under Grant NRF-2025-OCEAN-0091, requires that all sensors be factory-calibrated with certificates of traceability to the International Association for the Measurement of Salinity (IAS) reference standards. The supplier shall provide full technical documentation, user manuals in English, and a minimum of two (2) days of on-site training for the Oceanographer and her research team at the South Africa Johannesburg campus.
The supplier warrants all equipment supplied under this Purchase Order for a period of twenty-four (24) months from the date of acceptance. During the warranty period, the supplier shall provide remote technical support within four (4) business hours and on-site repair or replacement within ten (10) business days for any instrument that fails to perform to its published specifications. The Oceanographer's laboratory in South Africa Johannesburg shall be the primary service point, and the supplier shall maintain a local service agent in the Johannesburg area to ensure rapid response times.
Payment of the total Purchase Order value of ZAR 9,765,800.00 (Nine Million Seven Hundred and Sixty-Five Thousand Eight Hundred Rand) shall be made within thirty (30) days of receipt of a valid tax invoice from the supplier. Payment shall be made by electronic funds transfer (EFT) to the supplier's designated bank account. No payment shall be due until all items have been delivered, inspected, and accepted by the Oceanographer in writing.
Important Note: This Purchase Order is issued in accordance with the University of the Witwatersrand Procurement Policy (2024 revision) and the Public Finance Management Act (PFMA) of South Africa. All transactions are subject to the university's internal audit and compliance review. The Oceanographer's research group acknowledges that this Purchase Order constitutes a binding commitment upon signature by both parties.This Purchase Order is valid upon signature by both the authorised buyer representative and the supplier's commercial manager. By signing below, both parties confirm that they have read, understood, and agree to all terms, conditions, and specifications outlined in this Purchase Order document relating to the supply of oceanographic equipment to the Oceanographer's research facility in South Africa Johannesburg.
