This Purchase Order is issued by the Uganda Kampala Environmental Research Authority to formally engage the services of a qualified Oceanographer and procure associated oceanographic and limnological equipment for the comprehensive water quality assessment and hydrological survey of Lake Victoria and its tributary systems within the Uganda Kampala metropolitan region. The Oceanographer shall conduct a twelve-month field research programme encompassing water sampling, thermal profiling, sediment analysis, and biodiversity monitoring at no fewer than twenty-four (24) designated stations along the Kampala shoreline and the northern basin of Lake Victoria.

The Oceanographer is expected to produce a final technical report detailing findings on eutrophication levels, invasive species migration patterns, and the impact of urban runoff from the Uganda Kampala drainage network on aquatic ecosystems. All data collected by the Oceanographer must be submitted in both hard-copy and digital formats to the Uganda Kampala Environmental Research Authority within thirty (30) days of the completion of each quarterly field phase.

All equipment items listed in this Purchase Order shall be delivered to the UKERA headquarters at Plot 14, Kampala Road, Uganda Kampala, no later than 30 June 2025. The Oceanographer shall commence field operations in Uganda Kampala and the surrounding Lake Victoria basin no later than 15 July 2025. Quarterly progress reports from the Oceanographer are due on 30 September 2025, 31 December 2025, 31 March 2026, and 30 June 2026. The final comprehensive report shall be submitted by 31 July 2026.

  1. Payment shall be made in Ugandan Shillings (UGX) via bank transfer to the account specified in Section 1 of this Purchase Order.
  2. An advance payment of twenty-five percent (25%) of the grand total shall be released within fourteen (14) business days of the signed acceptance of this Purchase Order.
  3. Quarterly progress payments of twenty percent (20%) each shall be disbursed upon satisfactory review and approval of the Oceanographer's quarterly reports by the Uganda Kampala Environmental Research Authority technical committee.
  4. The final balance of fifteen percent (15%) shall be paid within thirty (30) days of acceptance of the final technical report and all supporting data sets.
  5. All payments are subject to the standard withholding tax provisions of the Uganda Revenue Authority as applicable to professional services rendered in Uganda Kampala.
  1. This Purchase Order is governed by the laws of the Republic of Uganda and the Uganda Kampala municipal regulations pertaining to environmental research and water resource management.
  2. The Oceanographer shall comply with all permits issued by the National Environment Management Authority (NEMA) and the Uganda Wildlife Authority for access to protected zones within the Uganda Kampala lakefront corridor.
  3. Any modification to the scope, timeline, or deliverables outlined in this Purchase Order must be documented in a written amendment signed by both parties before implementation.
  4. The Oceanographer warrants that all equipment supplied is new, free from defects, and accompanied by valid manufacturer warranties of no less than twenty-four (24) months.
  5. Intellectual property generated by the Oceanographer during the course of this engagement in Uganda Kampala shall vest in the Uganda Kampala Environmental Research Authority, with the Oceanographer retaining the right to publish peer-reviewed findings with prior written consent.
  6. In the event of non-performance or material breach, the Buyer reserves the right to terminate this Purchase Order with fourteen (14) days' written notice and seek remedies as provided under Ugandan contract law.
  7. Disputes arising from this Purchase Order shall be resolved through mediation in Uganda Kampala before escalation to the Commercial Division of the High Court of Uganda.

This Purchase Order is issued under the authority of the Director General of the Uganda Kampala Environmental Research Authority and constitutes a binding procurement commitment upon countersignature by the Supplier.
