The Paramedic engaged under this Purchase Order shall operate within the jurisdiction of Brazil Brasília, covering all 33 administrative regions of the Federal District. The scope of services includes, but is not limited to: (a) dispatch response to 911/192 emergency calls within a maximum response time of eight (8) minutes from the central dispatch hub located in Asa Sul, Brazil Brasília; (b) provision of advanced cardiac life support (ACLS), pediatric advanced life support (PALS), and trauma management in the field; (c) stabilization and safe transport of critically ill or injured patients to designated receiving hospitals including Hospital de Base de Brasília, Hospital Regional de Santa Maria, and Hospital de Urgências de Brasília (HUB); (d) participation in mass casualty incident response protocols as directed by the Civil Defense of Brazil Brasília; and (e) completion of all required medical documentation and incident reports in accordance with the data protection standards of the General Data Protection Law (LGPD – Lei Geral de Proteção de Dados) of Brazil.
4. TERMS AND CONDITIONS OF THE PURCHASE ORDER4.1 – Validity and Acceptance: This Purchase Order shall remain valid for thirty (30) calendar days from the date of issue. The Paramedic supplier must acknowledge acceptance in writing within fifteen (15) business days. Failure to respond within this period shall render this Purchase Order null and void without further notice from the Government of Brazil Brasília.
4.2 – Payment Terms: Payment for services rendered under this Purchase Order shall be made on a monthly basis, within twenty (20) business days following the submission of the monthly service report and corresponding invoice (nota fiscal) to the accounts payable department of the Secretaria de Saúde do Distrito Federal in Brazil Brasília. All payments shall be processed via electronic bank transfer (TED/PIX) to the account designated by the Paramedic professional.
4.3 – Regulatory Compliance: The Paramedic shall maintain an active registration with the Conselho Regional de Enfermagem do Distrito Federal (COREN-DF) and shall comply with all federal, state, and municipal regulations governing emergency medical services in Brazil Brasília. Any lapse in professional registration shall constitute grounds for immediate termination of this Purchase Order.
4.4 – Performance Standards: The Paramedic shall achieve a minimum response compliance rate of 95% as measured by the dispatch system of SAMU 192 in Brazil Brasília. Quarterly performance reviews shall be conducted by the contracting authority, and sustained failure to meet the established benchmarks may result in contract modification or termination as per the terms of this Purchase Order.
4.5 – Insurance and Liability: The Paramedic shall maintain professional liability insurance with a minimum coverage of R$ 500,000.00 for the entire duration of this Purchase Order. The Government of Brazil Brasília shall not be held liable for any personal injury or property damage arising from the negligent performance of duties by the Paramedic.
4.6 – Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. Immediate termination may be effected by the Government of Brazil Brasília in cases of gross misconduct, criminal conviction, or repeated failure to meet the performance standards outlined herein.
4.7 – Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federative Republic of Brazil, with jurisdiction vested in the courts of Brazil Brasília, Federal District.
5. DELIVERY AND COMMENCEMENTThe Paramedic professional shall commence active duty no later than 01 July 2025 at the SAMU 192 central base station located in Asa Sul, Brazil Brasília. All equipment and PPE items listed in Item 02 of this Purchase Order shall be delivered and inspected by the contracting authority no later than 28 June 2025. The Paramedic shall report for orientation and integration into the emergency response team of Brazil Brasília on the first business day of the contract period.
