This Purchase Order is issued by the Cairo Metropolitan Emergency Medical Authority to formally procure and contract the services of a certified Paramedic team for deployment across the Egypt Cairo metropolitan region. The Paramedic personnel engaged under this Purchase Order shall be responsible for providing advanced pre-hospital emergency medical care, trauma response, critical patient stabilization, and inter-facility transport within the boundaries of Egypt Cairo, including but not limited to the districts of Giza, Maadi, Heliopolis, Nasr City, and the New Administrative Capital corridor.

The Paramedic services procured under this Purchase Order must comply with all regulations set forth by the Egyptian Ministry of Health and Population, the Egyptian Paramedic Council, and the international standards of the International Liaison Committee on Resuscitation (ILCOR). Each Paramedic assigned to this contract must hold a valid Egyptian Paramedic License (EPL), a current Advanced Cardiac Life Support (ACLS) certification, and a minimum of five (5) years of documented field experience in emergency medical services within Egypt Cairo or equivalent metropolitan environments.

All Paramedic personnel engaged under this Purchase Order shall operate exclusively within the administrative boundaries of Egypt Cairo. The scope of Paramedic duties includes, but is not limited to:

  • Response to all 123 Emergency Dispatch calls classified as Level 1 (Critical) and Level 2 (Urgent) across Egypt Cairo.
  • Advanced Paramedic interventions including endotracheal intubation, cardiac pacing, needle decompression, and intraosseous access.
  • Mass Casualty Incident (MCI) response coordination in high-density Egypt Cairo areas such as Tahrir Square, the Cairo Metro stations, and major highway interchanges.
  • Inter-hospital transport of critical patients between Egypt Cairo medical facilities, including Cairo University Hospital, As-Salam International Hospital, and the New Administrative Capital Medical City.
  • Participation in Egypt Cairo public health events, sporting events, and government functions requiring on-site Paramedic standby.
  • Maintenance of real-time Paramedic location data via GPS integration with the Egypt Cairo Emergency Operations Center.

5.1 Delivery / Deployment: All Paramedic personnel and equipment referenced in this Purchase Order must be fully deployed and operational within Egypt Cairo no later than 30 July 2025. The Supplier shall provide a written deployment confirmation to the Buyer's procurement office in Egypt Cairo prior to the commencement date.

5.2 Payment Terms: Payment for Paramedic services under this Purchase Order shall be made on a monthly basis, within thirty (30) days of receipt of an approved invoice. The first payment cycle shall cover the month of August 2025. All payments shall be processed in Egyptian Pounds (EGP) via bank transfer to the Supplier's designated account. Late payments shall incur a penalty of 1.5% per month as per Egyptian commercial law.

5.3 Quality Assurance: The Supplier shall submit monthly Paramedic performance reports to the Buyer, detailing response times, patient outcomes, incident reports, and equipment maintenance logs for all Paramedic units operating in Egypt Cairo. Any Paramedic unit failing to meet the 8-minute average response time target within Egypt Cairo for three consecutive weeks shall be subject to corrective action or contract termination.

5.4 Compliance: The Supplier warrants that all Paramedic personnel shall hold valid Egyptian work permits, medical fitness certificates, and professional liability insurance with a minimum coverage of EGP 5,000,000 per incident. All Paramedic operations in Egypt Cairo shall adhere to the Egyptian Labor Law (Law No. 12 of 2003) and the Egyptian Paramedic Practice Standards.

5.5 Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of material breach by the Supplier, the Buyer may terminate immediately upon written notice to the Supplier's registered office in Egypt Cairo.

5.6 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Arab Republic of Egypt. Any disputes arising from this Purchase Order regarding Paramedic services in Egypt Cairo shall be resolved through arbitration in Cairo under the rules of the Egyptian Arbitration Center.

Note 1: The Buyer reserves the right to request additional Paramedic personnel beyond the quantities stated in this Purchase Order during declared states of emergency in Egypt Cairo. Such additional Paramedic deployments shall be invoiced at the same unit rates specified herein.

Note 2: All Paramedic vehicles operating in Egypt Cairo must display the official CMEMA livery and the Egyptian Red Crescent emblem. Vehicles must be inspected monthly by the Egypt Cairo Traffic Authority.

Note 3: The Supplier shall maintain a 24/7 Paramedic on-call roster ensuring that no less than eight (8) Paramedic units are actively deployed across Egypt Cairo at any given time, including public holidays and the month of Ramadan.
