This Purchase Order is issued by the Al-Rafidain Emergency Medical Services Authority for the procurement and deployment of a qualified Paramedic to provide advanced pre-hospital emergency medical care within the city of Iraq Baghdad. The Paramedic shall be responsible for responding to emergency medical incidents, conducting patient assessments, administering life-saving interventions, and coordinating with local hospitals and trauma centers throughout the Iraq Baghdad metropolitan area.

The Paramedic engaged under this Purchase Order shall perform the following duties within the operational boundaries of Iraq Baghdad:

  1. Respond to all 911-equivalent emergency medical calls dispatched by the Baghdad Emergency Coordination Center within a maximum response time of eight (8) minutes.
  2. Provide Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), and Pediatric Advanced Life Support (PALS) interventions as clinically indicated.
  3. Conduct patient triage, stabilization, and safe transport to designated hospitals in Iraq Baghdad, including Al-Yarmouk Teaching Hospital and Al-Kindi Hospital.
  4. Maintain and log all patient records in accordance with Iraqi Ministry of Health data protection regulations applicable to the Iraq Baghdad jurisdiction.
  5. Participate in weekly joint training exercises with local Iraqi paramedic teams and military medical units stationed in Iraq Baghdad.
  6. Report all operational incidents, equipment malfunctions, and security concerns to the Buyer's procurement office within twenty-four (24) hours.

Payment for this Purchase Order shall be made in United States Dollars (USD) via wire transfer to the Supplier's designated bank account. The payment schedule is as follows:

  • 30% advance payment (USD 61,950.00) upon execution of this Purchase Order and confirmation of the Paramedic's arrival in Iraq Baghdad.
  • 40% interim payment (USD 82,600.00) due at the completion of the sixth (6th) month of the Paramedic's deployment in Iraq Baghdad, subject to satisfactory performance review.
  • 30% final payment (USD 61,950.00) due upon successful completion of the twelve (12) month contract term and submission of the final operational report.

All payments are subject to a 30-day net payment period from the date of invoice receipt. Late payments shall incur a penalty of 1.5% per month as stipulated under Iraqi commercial law governing procurement contracts in Iraq Baghdad.

The Supplier shall ensure that the Paramedic is physically present and operationally ready at the designated station in Iraq Baghdad no later than 1 August 2025. All necessary Iraqi work permits, medical licenses, and security clearances required for the Paramedic to legally practice in Iraq Baghdad shall be obtained and verified prior to the start date. The Supplier bears full responsibility for international travel, visa processing, and any quarantine or health screening requirements imposed by Iraqi authorities for entry into Iraq Baghdad.

  1. This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both authorized representatives. All terms herein are governed by the laws of the Republic of Iraq, with specific reference to procurement regulations applicable to the Iraq Baghdad metropolitan region.
  2. The Paramedic shall maintain valid professional liability insurance with a minimum coverage of USD 2,000,000 per occurrence, valid throughout the duration of the Iraq Baghdad deployment.
  3. The Supplier warrants that the Paramedic holds current certifications from a recognized paramedic regulatory body and possesses a minimum of five (5) years of documented field experience in emergency medical services.
  4. Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Supplier shall ensure an orderly handover of the Paramedic's duties to a qualified replacement within fourteen (14) days to maintain uninterrupted emergency medical coverage in Iraq Baghdad.
  5. All intellectual property, operational data, and patient records generated during the Paramedic's service in Iraq Baghdad shall remain the exclusive property of the Buyer and the Iraqi Ministry of Health.
  6. Disputes arising from this Purchase Order shall be resolved through arbitration in Baghdad, Iraq, in accordance with the rules of the Iraqi Arbitration Center. The language of arbitration shall be English.
  7. The Supplier shall comply with all local customs, cultural sensitivities, and security protocols specific to operating in Iraq Baghdad. The Paramedic shall attend a mandatory cultural orientation and security briefing upon arrival in Iraq Baghdad before commencing field duties.
  8. This Purchase Order is subject to the Buyer's right to audit the Supplier's records, the Paramedic's performance logs, and all financial documentation related to the Iraq Baghdad deployment at any reasonable time upon 48 hours notice.

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the provision of Paramedic emergency medical services in Iraq Baghdad.
