This Purchase Order is issued by the Jerusalem Municipal Health Authority for the procurement of certified Paramedic emergency medical services to be deployed and operated within the jurisdiction of Israel Jerusalem. The Paramedic services procured under this Purchase Order shall include, but are not limited to, advanced life support (ALS) ambulance response, on-scene patient assessment, emergency medical intervention, patient stabilization, and safe transport to designated medical facilities within the Israel Jerusalem metropolitan area and surrounding districts.
The Paramedic personnel engaged under this Purchase Order must hold valid Israeli Ministry of Health Paramedic certification, current Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS) credentials, and a minimum of three (3) years of documented field experience in emergency medical response. All Paramedic staff shall be fluent in both Hebrew and English to ensure effective communication with the diverse population served in Israel Jerusalem.

1. Scope of Service: The Paramedic services described in this Purchase Order shall be rendered exclusively within the geographic boundaries of Israel Jerusalem, including the Old City, the Mount of Olives district, the Givat Shaul area, and all municipal zones under the jurisdiction of the Jerusalem Municipal Health Authority. The vendor shall ensure that no Paramedic unit is dispatched outside the Israel Jerusalem service area without prior written authorization from the Buyer.
2. Response Time Standards: The vendor guarantees a maximum emergency response time of eight (8) minutes for all ALS Paramedic units stationed within Israel Jerusalem. Failure to meet this standard for more than five (5) incidents in any calendar month shall result in a service credit of 2% of the monthly contract value per additional incident.
3. Compliance and Licensing: All Paramedic personnel and ambulance units must maintain valid Israeli Ministry of Health licenses and certifications throughout the contract period. The vendor shall provide quarterly compliance reports to the Buyer confirming that all Paramedic staff in Israel Jerusalem hold current credentials and that all vehicles meet the Israeli National Standards Institute (SII) requirements for emergency medical transport.
4. Insurance and Liability: The vendor shall maintain comprehensive professional liability insurance with a minimum coverage of ILS 5,000,000 per incident, covering all Paramedic operations conducted within Israel Jerusalem. The vendor shall indemnify and hold harmless the Buyer against any claims arising from the negligence or malpractice of the Paramedic personnel engaged under this Purchase Order.
5. Data Privacy: All patient medical records and emergency response data generated by the Paramedic services in Israel Jerusalem shall be handled in strict accordance with the Israeli Privacy Protection Law, 5741-1981, and the regulations of the Israeli Ministry of Health. No patient data shall be transferred outside the territory of Israel without explicit written consent.
6. Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. The Buyer reserves the right to terminate immediately in the event of material breach, loss of required licensing, or failure to maintain the Paramedic service standards specified herein.
7. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Israel. Any disputes arising from this Purchase Order regarding Paramedic services in Israel Jerusalem shall be subject to the exclusive jurisdiction of the competent courts in Jerusalem, Israel.
Note: This Purchase Order is valid for a period of ninety (90) days from the date of issue. The vendor must confirm acceptance of all terms and conditions, including the Paramedic staffing requirements and the Israel Jerusalem deployment specifications, within fourteen (14) business days. Failure to confirm within this period shall render this Purchase Order null and void. All communications regarding this Purchase Order shall be directed to the Buyer's Emergency Medical Services Division in Jerusalem, Israel.For the Buyer:
