This Purchase Order is issued by Magen David Adom – Tel Aviv Regional Operations to procure the services of a certified Paramedic for deployment within the Israel Tel Aviv metropolitan emergency response network. The Paramedic shall be responsible for providing advanced pre-hospital medical care, including but not limited to cardiac arrest management, trauma stabilization, airway management, intravenous therapy, and patient transport coordination across the Tel Aviv–Yafo district and surrounding municipalities.
The Paramedic engaged under this Purchase Order must hold a valid Israeli Paramedic license issued by the Ministry of Health, Israel, and must possess a minimum of five (5) years of documented field experience in urban emergency medical services. The candidate must be fluent in both Hebrew and English to effectively communicate with the diverse population of Israel Tel Aviv, which includes residents, tourists, and expatriate communities.

4.1 Commencement and Duration. The Paramedic services under this Purchase Order shall commence on 1 August 2025 and remain in effect for a period of twelve (12) months, subject to renewal by mutual written agreement. The Paramedic shall report to the Tel Aviv Central EMS Dispatch Station located at 45 Yigal Alon Boulevard, Israel Tel Aviv, for initial onboarding and orientation.
4.2 Payment Terms. Payment shall be made in monthly installments of 34,908.33 ILS (inclusive of VAT), due on the last business day of each calendar month via bank transfer to the account designated by the supplier. Late payments shall accrue interest at the rate of 1.5% per month in accordance with Israeli commercial law.
4.3 Compliance with Israeli Regulations. The Paramedic shall comply with all applicable regulations of the Israeli Ministry of Health, the National Insurance Institute (Bituach Leumi), and the local Tel Aviv–Yaffo Municipality emergency services bylaws. The supplier warrants that the Paramedic shall maintain valid professional liability insurance with a minimum coverage of 5,000,000 ILS throughout the term of this Purchase Order.
4.4 Performance Standards. The Paramedic shall respond to emergency dispatch calls within the Israel Tel Aviv service area with an average on-scene arrival time not exceeding eight (8) minutes for urban zones and twelve (12) minutes for suburban zones. Quarterly performance reviews shall be conducted by the Tel Aviv Regional Operations Manager.
4.5 Termination. Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of gross professional misconduct, failure to maintain licensure, or violation of Israeli medical practice standards, the purchasing entity reserves the right to terminate immediately without penalty.
4.6 Confidentiality and Data Protection. All patient information handled by the Paramedic shall be protected in accordance with the Israeli Privacy Protection Law, 5741-1981, and the regulations of the Israel Protection of Privacy Authority. The supplier shall ensure that the Paramedic signs a non-disclosure agreement prior to commencement of duties.
All services rendered under this Purchase Order shall be performed within the geographic boundaries of Israel Tel Aviv, including the city of Tel Aviv–Yafo, the surrounding Gush Dan metropolitan area, and adjacent communities as directed by the regional EMS dispatch center. The Paramedic shall maintain a primary reporting address within Tel Aviv and shall be available for 24/7 emergency response as scheduled.
Note: This Purchase Order is governed by the laws of the State of Israel. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the competent courts in Tel Aviv, Israel.
