This Purchase Order is issued to formally engage qualified Paramedic professionals to deliver emergency medical response services within the Italy Naples metropolitan jurisdiction. The Paramedic personnel contracted under this Purchase Order shall be responsible for the following duties and operational obligations:

  • Providing advanced pre-hospital emergency medical care to patients across all designated zones in Italy Naples, including but not limited to cardiac arrest response, trauma management, respiratory emergencies, and obstetric interventions.
  • Operating and maintaining emergency medical vehicles (ambulances) equipped with full advanced life support (ALS) capabilities, ensuring compliance with the standards set forth by the Ministero della Salute and the Regione Campania health authority.
  • Responding to all 118 emergency dispatch calls within the Italy Naples service area, maintaining a maximum response time of eight (8) minutes from dispatch to on-scene arrival in urban zones and twelve (12) minutes in peri-urban and rural zones.
  • Conducting patient triage, stabilisation, and safe transport to the nearest appropriate hospital facility, including Ospedale del Mare, Ospedale Cardarelli, and Ospedale Santobono, all located within the Italy Naples metropolitan area.
  • Participating in mass casualty incident (MCI) response protocols specific to the high-density urban environment of Italy Naples, including coordination with the Vigili del Fuoco (Fire and Rescue Service) and the Polizia Locale di Napoli.
  • Maintaining continuous professional development through mandatory annual training in advanced cardiac life support (ACLS), paediatric advanced life support (PALS), and disaster medicine, as required by Italian paramedic licensing regulations.
  • Providing detailed medical documentation and incident reports for every emergency intervention, submitted electronically to the ASL Napoli 1 Centro records system within twenty-four (24) hours of each call.

All Paramedic professionals engaged under this Purchase Order must satisfy the following mandatory qualifications and certifications as prescribed by Italian law (D.Lgs. 27/2004 and subsequent amendments) and the specific operational requirements of the Italy Naples emergency medical system:

  • Valid Italian Paramedic professional registration (Iscrizione all'Albo dei Tecnici Sanitari di Radiologia Medica e del Personale Addetto al Servizio di Emergenza Sanitaria Territoriale) issued by the Ordine dei Tecnici Sanitari of the Province of Napoli.
  • A minimum of five (5) years of documented experience in advanced pre-hospital emergency care, with at least two (2) years of service in a high-volume urban emergency environment comparable to Italy Naples.
  • Current and valid BLS (Basic Life Support) and ACLS (Advanced Cardiac Life Support) certifications issued by the American Heart Association or the European Resuscitation Council, renewed biennially.

All amounts are exclusive of Italian Value Added Tax (IVA) at the applicable rate of 22%, which shall be added to each invoice in accordance with the provisions of the Italian Tax Code (D.P.R. 633/1972).

  • Compliance with Italian Law: This Purchase Order and all services rendered under it shall be governed by and construed in accordance with the laws of the Italian Republic. All Paramedic personnel shall comply with the Italian Civil Code, the Italian Penal Code, and all applicable regional and municipal regulations specific to the Italy Naples jurisdiction.
  • Confidentiality and Data Protection: The Service Provider and all Paramedic personnel shall adhere strictly to the Italian Data Protection Code (D.Lgs. 196/2003) and the European General Data Protection Regulation (GDPR – Regulation (EU) 2016/679) in the handling of all patient medical records and personal data collected during emergency interventions in Italy Naples.
  • Performance Standards: The Service Provider shall maintain a minimum patient satisfaction score of 90% as measured by quarterly surveys conducted by the ASL Napoli 1 Centro Quality Assurance Division. Failure to meet this standard for two consecutive quarters shall constitute grounds for termination of this Purchase Order with thirty (30) days' written notice.
  • Insurance and Liability: The Service Provider shall maintain comprehensive professional liability insurance with a minimum coverage of EUR 2,000,000 per claim and EUR 5,000,000 in aggregate, valid throughout the Italy Naples service area. A certificate of insurance shall be provided to the Purchasing Entity prior to the commencement of services.
  • Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of a material breach by the Service Provider, the Purchasing Entity may terminate this Purchase Order immediately upon written notice, without liability for any outstanding compensation.
  • Dispute Resolution: Any dispute arising from or in connection with this Purchase Order shall be resolved through binding arbitration conducted in Italy Naples, in accordance with the rules of the Camera di Commercio, Industria, Artigianato e Agricoltura di Napoli. The language of arbitration shall be Italian.
  • Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order resulting from events beyond reasonable control, including but not limited to natural disasters, pandemics, or government-imposed restrictions affecting the Italy Naples region, provided that the affected party notifies the other in writing within five (5) business days.

This Purchase Order is hereby authorised and executed by the undersigned, who confirm that they have the legal authority to bind their respective organisations to the terms and conditions set forth herein. By signing this document, both parties acknowledge that the engagement of Paramedic professionals under this Purchase Order is essential to the continuity and quality of emergency medical services delivered to the residents and visitors of Italy Naples.
