This Purchase Order authorizes the procurement and deployment of qualified Paramedic personnel to provide advanced pre-hospital emergency medical services across the metropolitan region of Japan Tokyo. The Paramedic services shall be rendered in full compliance with the Emergency Medical Services Act of Japan and all applicable regulations set forth by the Tokyo Metropolitan Government.
The contracted Paramedic personnel shall be responsible for the following duties within the Japan Tokyo service area:
- Response to all 911-equivalent emergency calls dispatched through the Japan Tokyo Emergency Dispatch Center (Tokyo 119 system).
- Administration of advanced life support (ALS) interventions, including cardiac monitoring, defibrillation, airway management, intravenous therapy, and administration of emergency pharmaceuticals.
- Transportation and stabilization of critically ill or injured patients to designated hospitals within Japan Tokyo, including Tokyo University Hospital, Juntendo University Hospital, and National Center for Global Health and Medicine.
- Participation in mass casualty incident (MCI) response protocols specific to the high-density urban environment of Japan Tokyo.
- Provision of on-scene medical direction and triage during large-scale public events held in Japan Tokyo, such as the Tokyo Marathon, Sumida River Festival, and international sporting events.
- Maintenance of all Paramedic certifications, including the Japanese National Paramedic License (Kokumin Kyukyuin) and Advanced Cardiac Life Support (ACLS) certification, throughout the contract period.

- Compliance: All Paramedic personnel engaged under this Purchase Order shall hold valid Japanese national Paramedic licenses and shall comply with all health, safety, and labor regulations applicable in Japan Tokyo. The vendor shall ensure that no Paramedic is deployed without verified credentials.
- Performance Standards: The vendor shall guarantee a Paramedic response time of no more than 8 minutes to any incident location within the Japan Tokyo 23 Special Wards. Failure to meet this standard for three consecutive months shall constitute a material breach of this Purchase Order.
- Confidentiality: All patient information handled by the Paramedic team in Japan Tokyo shall be protected under the Act on the Protection of Personal Information (APPI) of Japan. The vendor shall execute a separate data processing agreement prior to commencement.
- Termination: Either party may terminate this Purchase Order with 90 days written notice. In the event of a material breach by the vendor, TMEMSA may terminate immediately upon written notice to the vendor's Japan Tokyo office.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through arbitration in Japan Tokyo under the rules of the Japan Commercial Arbitration Association (JCAA).
- Force Majeure: Neither party shall be liable for delays caused by natural disasters, including earthquakes, typhoons, or volcanic activity affecting Japan Tokyo, provided that reasonable mitigation efforts are documented.
- Insurance: The vendor shall maintain professional liability insurance of no less than JPY 500,000,000 per occurrence covering all Paramedic activities conducted within Japan Tokyo.
This Purchase Order is issued by the Tokyo Metropolitan Emergency Medical Services Authority for the procurement of Paramedic services in Japan Tokyo. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this document.
