This Purchase Order is issued by the Ministry of Health, Republic of Kenya, for the procurement and deployment of qualified Paramedic personnel to provide emergency medical response services within the metropolitan area of Kenya Nairobi. (Twenty Million Nine Hundred and Forty Thousand Kenya Shillings Only) 3. SCOPE OF PARAMEDIC SERVICES IN KENYA NAIROBI
The Paramedic personnel engaged under this Purchase Order shall be responsible for the following duties within the Kenya Nairobi metropolitan area, including but not limited to the wards of Westlands, Kilimani, Lavington, Kileleshwa, Embakasi, Mathare, and Kasarani:
- Responding to all 999/112 emergency medical calls dispatched via the Kenya Nairobi Emergency Operations Centre within a target response time of not more than eight (8) minutes.
- Providing advanced life support (ALS) and basic life support (BLS) to patients at the scene of emergencies, including road traffic accidents, cardiac events, respiratory distress, trauma, and obstetric emergencies.
- Conducting patient triage, stabilisation, and safe transport to designated referral hospitals within Kenya Nairobi, including Kenyatta National Hospital, Moi Teaching and Referral Hospital, and Aga Khan University Hospital.
- Maintaining accurate patient records, incident reports, and medication logs in compliance with the Kenya Health Records Act and data protection regulations.
- Participating in community health education programmes and disaster preparedness drills organised by the Kenya Nairobi County Government.
- Ensuring all Paramedic personnel hold valid KMPDC registration, current Advanced Trauma Life Support (ATLS) or equivalent certification, and a valid driving licence appropriate for ambulance operation.
- Commencement Date: The Paramedic services shall commence on the 1st of July 2025 and shall continue on a rolling twelve (12) month contract, subject to annual performance review by the Ministry of Health, Kenya Nairobi.
- Payment Terms: Payment shall be made monthly in arrears within thirty (30) days of receipt of a valid invoice from Kenya Nairobi Paramedic Services Limited. Payment shall be processed via bank transfer to the account designated by the Seller. All amounts are denominated in Kenya Shillings (KES) and are inclusive of all applicable taxes, including Value Added Tax (VAT) at 16% as per the Kenya Revenue Authority (KRA) regulations.
- Performance Bond: The Seller shall provide a Performance Bond of 10% of the total Purchase Order value, issued by a Kenyan commercial bank, valid for the duration of the contract plus thirty (30) days.
- Quality Assurance: The Seller shall ensure that all Paramedic personnel meet the competency standards set by the Kenya Nursing Council and the KMPDC. The Ministry of Health, Kenya Nairobi, reserves the right to conduct unannounced inspections of Paramedic stations, vehicles, and patient care records.
- Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. The Buyer may terminate immediately in the event of material breach, including but not limited to failure to maintain required Paramedic staffing levels or repeated failure to meet the Kenya Nairobi response time targets.
- Insurance: The Seller shall maintain comprehensive professional indemnity insurance, public liability insurance, and workers' compensation insurance for all Paramedic personnel at a minimum cover of KES 50,000,000 per occurrence.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Kenya. Any disputes shall be resolved through arbitration in Nairobi, Kenya, in accordance with the Arbitration Act, 1995.
- Confidentiality: All patient information and operational data related to Paramedic services in Kenya Nairobi shall be treated as strictly confidential and handled in accordance with the Kenya Data Protection Act, 2019.
All Paramedic personnel shall report for duty at the designated Kenya Nairobi Emergency Medical Services stations no later than 06:00 hours on the 1st of July 2025. The Seller shall submit a detailed deployment roster, including the names, qualifications, KMPDC registration numbers, and contact details of each Paramedic, to the Purchasing Authority at least seven (7) days prior to the commencement date. All Paramedic equipment and PPE kits shall be delivered and installed at the respective stations before the first day of service.
